Article Citation - WoS: 3Citation - Scopus: 3Array Bp-Xor Codes for Hierarchically Distributed Matrix Multiplication(IEEE, 2021) Arslan, Şuayb ŞefikA novel fault-tolerant computation technique based on array Belief Propagation (BP)-decodable XOR (BP-XOR) codes is proposed for distributed matrix-matrix multiplication. The proposed scheme is shown to be configurable and suited for modern hierarchical compute architectures such as Graphical Processing Units (GPUs) equipped with multiple nodes, whereby each has many small independent processing units with increased core-to-core communications. The proposed scheme is shown to outperform a few of the well–known earlier strategies in terms of total end-to-end execution time while in presence of slow nodes, called stragglers. This performance advantage is due to the careful design of array codes which distributes the encoding operation over the cluster (slave) nodes at the expense of increased master-slave communication. An interesting trade-off between end-to-end latency and total communication cost is precisely described. In addition, to be able to address an identified problem of scaling stragglers, an asymptotic version of array BP-XOR codes based on projection geometry is proposed at the expense of some computation overhead. A thorough latency analysis is conducted for all schemes to demonstrate that the proposed scheme achieves order-optimal computation in both the sublinear as well as the linear regimes in the size of the computed product from an end-to-end delay perspective.Article Citation - WoS: 1Citation - Scopus: 2Determining and Evaluating New Store Locations Using Remote Sensing and Machine Learning(Tübitak, 2021) Ünsalan, Cem; Turgay, Zeynep Zerrin; Küçükaydın, Hande; Höke, BerkanDecision making for store locations is crucial for retail companies as the profit depends on the location. The key point for correct store location is profit approximation, which is highly dependent on population of the corresponding region, and hence, the volume of the residential area. Thus, estimating building volumes provides insight about the revenue if a new store is about to be opened there. Remote sensing through stereo/tri-stereo satellite images provides wide area coverage as well as adequate resolution for three dimensional reconstruction for volume estimation. We reconstruct 3D map of corresponding region with the help of semiglobal matching and mask R-CNN algorithms for this purpose. Using the existing store data, we construct models for estimating the revenue based on surrounding building volumes. In order to choose the right location, the suitable utility model, which calculates store revenues, shouldbe rigorously determined. Moreover, model parameters should be assessed as correctly as possible. Instead of using randomly generated parameters, we employ remote sensing, computer vision, and machine learning techniques, which provide a novel way for evaluating new store locations.Article Citation - WoS: 1Citation - Scopus: 6Mapping Human Rights To Democratic Policing Through the Echr(Brill Nijhoff Publishing, 2019) Mermutluoğlu, Ceren; Aitchison-Aydın, Andy; Aydin-Aitchison, AndyThis article examines how human rights relate to democratic policing. We differentiate policing for democracy, which protects democracy, from democratically responsive policing, where police are governed democratically. Using this two-fold distinction to examine European Court of Human Rights cases, we find a close match between Convention rights and policing for democracy. Regarding democratically responsive policing, the Court provides responsiveness within the structural limits of reacting to individual complaints, and as one element in the broader landscape of governance. Further, cases show how that landscape features in Court judgments. We argue that robust enforcement, and careful attention to case law during drafting and implementation of police legislation and governance arrangements, help protect democracy and enhance democratically responsive policing.Article Citation - WoS: 8Citation - Scopus: 8Zaman Pencereli ve Değişken Başlama Zamanlı Bir Araç Rotalama Problemi için Sütun Türetme Temelli Matsezgiseller(DergiPark, 2019) Küçükaydın, HandeIn this study, a vehicle routing problem with time windows is investigated, where the costs depend on the total duration of vehicle routes and the starting time from the depot for each vehicle is determined by a decision maker. In order to solve the problem, two column generation based mat-heuristics are developed, where the first one makes use of the iterated local search and the second one uses the variable neighbourhood search. In order to assess the accuracy of the mat-heuristics, they are first compared with an exact algorithm on small instances taken from the literature. Since their performance are quite satisfactory, they are further tested on 87 large instances by running each algorithm 3 times for each instance. The computational results prove that the mat-heuristic using the variable neighbourhood search outperforms the other one. Hence, this enables to obtain a good feasible solution in a very short time when it is not possible to solve large instances with an exact solution method in a reasonable CPU time.
