Article Borders of socio-economic development in Türkiye(Türkiye Ekonomi Kurumu Vakfı, 2024) Karahasan, Burhan Can; Can, BurhanTurkish economy is characterized by a dual regional structure. Historically, western regions form the relatively more developed and rich geography of the country. In the meantime, landlocked eastern regions are realizing a period of marginalization pushing majority of these regions toward full isolation from rest of the country. Our knowledge on this dual pattern departs mostly from monetary indicators. In this study, I use the socio-economic development index (SDI) which is first constructed by the State Planning Organization (SPO). The main objective is to use spatial tools for the period of 1963-2017 and to explore the historical evolution of spatial externalities and heterogeneity. This aims to visualize the socio-economic borders of Turkish provinces. While our findings confirm the spatial inertia for the under-developed eastern regions, they also show rising spatial spillovers among the developed western geography. However, this positive impact is geographically bounded by the central part of the country.Article Central Bank Digital Currency in an Emerging Market Economy: Case of the Central Bank of the Republic of Türkiye(2024) Asfuroğlu, DilaCentral banks have historically been using traditional channels for communication and physical money for transactions, fulfilling the needs of previous millennia, while the evolution of technology, electronic devices, and needs in transactions necessitate the use of modern communication channels, such as X (formerly known as Twitter), as well as modern payment systems, such as central bank digital currencies (CBDC). Hence, this paper aims to unfold where the Central Bank of the Republic of Türkiye (CBRT), as an example of emerging markets, stands in informing the public about CBDC. To this end, it conducts an event study on the official X account of CBRT in English over 10.2020-12.2022 by utilizing Nvivo. The findings of the quantitative analysis of the tweets show that CBRT does not regard X as a primary communication channel and mainly shares links to publications from the official websites in X. Also, CBRT tends to adopt a ‘cold-turkey’ informative approach about CBDC with the public rather than ‘gradualism’. Consequently, CBRT should rigorously design a communication strategy that fulfills the needs of the modern economy and start addressing CBDC to raise awareness if a quick transition to digital currency is targeted.Article Public Libraries and Digital Natives: the Situation in Turkey(International Balkan University, 2019) Akın Gürdal, Seda; Altay, Ahmet; Biçen Aras, Bahar; Gürdal, Seda Akın; Aras, Bahar BiçenDigital natives are the generation of people who are born into andraised in digital technology, accept digital instruments as a part of theirlives, see technology as an ordinary part of their everyday lives, and createa unique lifestyle shaped by digital media. These people differ fromindividuals of former generations with their unique characteristics.Especially while learning, they exhibit different attitudes, perceptionsand behaviors from individuals of former generations in processes suchas searching, accessing, using, sharing information, etc. Due to thesedifferences, it is inevitable for education and culture institutions todevelop new methods, services and applications intended for digitalnatives. One of these educational institutions is the public libraries.Today, it is essential to take into consideration the changing needs andexpectations of digital natives, who are the most important users of publiclibraries’ services and applications. In this study, with which efficacy ofdigital native-oriented services and policies that public libraries in Turkeyhave developed have been questioned, it has been aimed to determine theperceptions, thoughts and expectations of the librarians, administratorsand clerks working in the public libraries regarding the services andapplications provided to digital natives in the libraries they work. Withinthis framework, a questionnaire has been executed covering 399participants selected randomly from administrators, librarians andclerks working in public libraries in Turkey. The data obtained from the questionnaire have been analyzed on SPSS 24.00. From the data being analyzed, the conclusion drawn is that a great majority of the participants have negative perceptions regarding the services and applications provided to the digital natives. Within the context of the results gained from the study, some suggestions regarding the public libraries in Turkey have been developed.Article Küçük ve Orta Ölçekli İşletmelerde Uluslararasılaşma: Küresel Doğan İşletmelerin Süreç, Strateji ve Örgütsel Yetkinlikleri Üzerine Bir Değerlendirme(Beykoz Akademi, 2018) Karadağ, HandeKüçük ve orta ölçekli işletmeler ile çok uluslu işletmelerin uluslararasılaşmaları, bu işletmelerin gerek yapısal gerekse kaynak erişimlerindeki farklılıklar nedeniyle birbirine benzer olmayan süreçler izlemektedir. Uppsala modelinin öncülüğünü yaptığı ve yenilikçi ve ağ kurma yaklaşımları ile devam eden küçük işletme uluslararasılaşma yaklaşımları, bu firmaların yavaş ve kademeli bir uluslararasılaşma sürecinden geçtiğini öngörmektedir. Bu aşamaları izlemeyerek kuruldukları ilk günlerden itibaren uluslararası pazarlara hitap eden küresel doğan işletmeler, özellikle son yirmi yıldır giderek artan sayıda kuramsal ve ampirik çalışmaya konu olmaktadır. Konu çalışmada, bu firmaların ortaya çıkışları ve süreçleri ile birlikte, uluslararası pazarlarda rekabet avantajı elde etmelerini sağlayan pazara giriş ve rekabet stratejileri ile örgütsel yetkinlikleri mercek altına alınmıştır. Çalışmanın sonuçları, bu işletmelerin rekabet ve pazara giriş stratejilerinin içsel özelliklerine göre heterojenlik gösterebildiğini, buna karşın yenilikçi ve girişimci kültüre sahip olma, yüksek teknoloji kullanımı, yönetim becerileri yüksek küresel vizyona sahip kurucular ve pazarlama ve öğrenme başta olmak üzere örgütsel yetkinliklerini geliştirme kapasitesi gibi ortak özellklerinin sürdürülebilir rekabet avantajı elde etmelerinde önemli rol oynadığını ortaya koymaktadır.Article A Comparative Analysis on the Relationship Between Institutional Environment and Entrepreneurship in Emerging Economies(2018) Karadağ, HandeInstitutional environment plays an important role in the quality and nature of entrepreneurial activities and the development of entrepreneurship ecosystem. The aim of this research is to evaluate institutional factors of selected emerging markets with Global Entrepreneurship and Development Index data. Findings of the study indicate that Turkey has one of the lowest scores among other emerging markets for the institutional variable of staff training and also has comparably low scores in venture capital, business strategy, and technology transfer. Results of the study show that except South Korea, all the selected economies have scored low on the institutional variable of gross domestic expenditure on research and development as a percentage of the gross domestic product. The study is expected to make valuable contributions to the literature with its novel approach of using comparative Global Entrepreneurship and Development Index scores for analyzing the institutional environment and entrepreneurship relationship in emerging economies.
