Article Mention Detection in Turkish Coreference Resolution(Tubitak Scientific & Technological Research Council Turkey, 2024) Demir, Seniz; Akdag, Hanifi IbrahimA crucial step in understanding natural language is detecting mentions that refer to real-world entities in a text and correctly identifying their boundaries. Mention detection is commonly considered a preprocessing step in coreference resolution which is shown to be helpful in several language processing applications such as machine translation and text summarization. Despite recent efforts on Turkish coreference resolution, no standalone neural solution to mention detection has been proposed yet. In this article, we present two models designed for detecting Turkish mentions by using feed-forward neural networks. Both models extract all spans up to a fixed length from input text as candidates and classify them as mentions or not mentions. The models differ in terms of how candidate text spans are represented. The first model represents a span by focusing on its first and last words, whereas the representation also covers the preceding and proceeding words of a span in the second model. Mention span representations are formed by using contextual embeddings, part-of-speech embeddings, and named-entity embeddings of words in interest where contextual embeddings are obtained from pretrained Turkish language models. In our evaluation studies, we not only assess the impact of mention representation strategies on system performance but also demonstrate the usability of different pretrained language models in resolution task. Les parties sont libres d’organiser leurs pourparlers conventionnellement et s’imposer des devoirs contractuels même en période précontractuelle. Par convention précontractuelle nous entendons un acte bilatéral qui vise la conclusion du contrat négocié. Puisque le Code des Obligations turc ne consacre pas une section spécifique aux pourparlers les parties ont grand intérêt à organiser cette phase et définir les règles à suivre et leurs comportements réciproques. Les parties peuvent former des actes précontractuels sous des formes et avec des contenus très variés. Nous allons nous limiter aux actes bilatéraux conclus entre les parties puisque nous examinons les conventions préparatoires. Par conséquent, les actes unilatéraux tels que la lettre d’intention envoyée par l’une des parties avec l’intention de débuter les pourparlers ne seraient pas traités dans cet article. Ainsi nous envisageons une étude sur les conventions précontractuelles en tenant compte de leur effet obligatoire. Participants completed surveys measuring personality traits, self-esteem, material and monetary values, compulsive and impulsive buying tendencies, self-control, and impulsiveness. Financial surveys also assessed financial literacy and knowledge of financial concepts. The results indicated that extraversion, conscientiousness, emotional stability, and experiential self-control were significant predictors of consumer credit usage. These findings suggest that a finance company can use these personality traits and financial characteristics to develop a more accurate and effective credit risk assessment procedure, such as psychometric tests. © 2024, Sosyoekonomi Society. Özgün ölçek İngilizce'dir ve altı boyutta toplam 22 maddeden oluşan beşli likert tipi bir ölçme aracıdır. Uyarlanan Türkçe form iki farklı devlet okulunun 5., 6. ve 7. sınıflarında okuyan 713 öğrenciye uygulanmıştır. Tüm ölçek (?= .72) ve ölçeğin Duygu Düzenleme (?= .73), Duygusal Denge (?= .68), Sosyal Beceriler (?= .65), Sıkıntı Tahammülü (?= .62), Sorumluluk Alma (?= .61) ve Kişilerarası Etkenlik (?= .65) alt boyutları için Cronbach Alfa içtutarlık katsayıları her bir alt boyutta yer alan düşük madde sayısı göz önüne alındığında kabul edilebilir seviyededir. Ayırt edici geçerlik analizleri kız ve erkeklerin bilinçli-farkındalık temelli öz-yeterlik ortalama puanları arasında anlamlı bir fark olmadığını gösterirken sınıf düzeyi açısından anlamlı farklılıklar gözlemlenmiştir. As such, it uncovers that the current low-carbon transition process in Turkey is prone to be shaped by the highly politicized energy market in an authoritarian neoliberal structure on the one hand, and Turkey's priorities in energy issues and hard security on the other. The findings further reveal that Turkey's efforts to use more domestic energy resources to meet its consumption needs might also interfere with its efforts and obligations to decarbonize its energy sector. The scrutiny into the low-carbon energy transition in Turkey accordingl contributes further insight into the consequences of the spatiality of such transitions in an authoritarian neoliberal context, and what other alternative policies can be imagined and put in practice. Thus, more empirical research is warranted to reveal the spatiality of the low-carbon energy transition across various geographical settings. At the same time, the article argues that both the EU and its partners such as Turkey should be weary of creating green utopias when redesigning their green-energy space since utopias tout court may not always stimulate large-scale change in a revolutionary way in terms of sustainability, feasibility, good practice, and inclusiveness in decision-making processes.Article Citation - WoS: 1Citation - Scopus: 2Determining and Evaluating New Store Locations Using Remote Sensing and Machine Learning(Tübitak, 2021) Ünsalan, Cem; Turgay, Zeynep Zerrin; Küçükaydın, Hande; Höke, BerkanDecision making for store locations is crucial for retail companies as the profit depends on the location. The key point for correct store location is profit approximation, which is highly dependent on population of the corresponding region, and hence, the volume of the residential area. Thus, estimating building volumes provides insight about the revenue if a new store is about to be opened there. Remote sensing through stereo/tri-stereo satellite images provides wide area coverage as well as adequate resolution for three dimensional reconstruction for volume estimation. We reconstruct 3D map of corresponding region with the help of semiglobal matching and mask R-CNN algorithms for this purpose. Using the existing store data, we construct models for estimating the revenue based on surrounding building volumes. In order to choose the right location, the suitable utility model, which calculates store revenues, shouldbe rigorously determined. Moreover, model parameters should be assessed as correctly as possible. Instead of using randomly generated parameters, we employ remote sensing, computer vision, and machine learning techniques, which provide a novel way for evaluating new store locations.Article Citation - WoS: 2Citation - Scopus: 2Stancetaking in Spoken Elf Discourse in Academic Settings: Interpersonal Functions of I Don’t Know as a Face-Maintaining Strategy(Hacettepe University, 2021) Çiftçi, Hatime; Akbaş, ErdemOur study examines interpersonal functions enacted through a stance marker in spoken ELF academic discourse. We specifically focus on investigating the functions of I don’t know in an academic speech event by embracing an interpersonal pragmatics and sociolinguistics perspective to figure out how it contributes to the act of stancetaking as an intersubjective activity. We have examined 14 interactions of doctoral defense discussions from the ELFA corpus. Our detailed discourse analysis of these doctoral defense discussions has revealed five distinctive interpersonal functions of the stance marker I don’t know allowing speakers to construct their stance and adopt a face-maintaining strategy in the ongoing spoken discourse: prefacing a suggestion, seeking acceptance, hedging/mitigating, checking agreement, and expressing uncertainty. Considering the highly-context dependent and context-regenerated functions of I don’t know, our study attempts to delve into the relational and interpersonal aspect of communication, and thus contributes to research in this strand by disclosing the interpersonal functions of stancetaking as an intersubjective activity with a particular focus on ELF academic discourse.Article Citation - WoS: 4Citation - Scopus: 3Between a Rock and a Hard Place: How To Make Sense of Turkey’s S-400 Choice(SETA Foundation, 2020) Kibaroğlu, MustafaWith the wrap-up of the S-400 deal with Russia in December 2017, critics argue that Turkey is caught between a rock and a hard place due to the adamant opposition of its NATO allies, the United States in particular, which has threatened Ankara with imposing severe sanctions. Would this be the correct representation of the situation at hand? Does it make any sense for Turkey to engage Russia, an archrival nation, to enhance the security of the country? Is the S-400 deal worth the risk of alienating the allied nations whose projected sanctions may have wide-ranging political, economic and military repercussions? With these questions in mind, this paper will try to shed light on the specifics of the S-400 deal that make one think that it may indeed make sense for Turkey to bear the brunt of engaging Russia. In the same vein, the paper will assess the impact of the S-400 deal on Turkey’s defense industries. The paper will also present the author’s conception of the current “international political non-order” as an underlying factor behind the deal. Finally, the paper will suggest that the S-400 deal must be approached from a wider perspective so as to grasp the extent of the service it has done in bolstering Turkey’s military-industrial complex. © 2020, SETA Foundation. Bu amacı bütünsel bir çerçevede yakalayabilmek için üniversite kütüphanelerinin farklı paydaşları olan yayıncıların, meslek örgütlerinin bu dönemdeki çalışmaları da küresel düzeyde incelenmiştir. Çalışmanın bir diğer amacı ise üniversite kütüphanelerinin altyapı, bütçe, koleksiyon, kullanıcı eğitimi, personel açısından uzaktan hizmet vermeye ne kadar hazır olduklarını, ani gelişen bu durum nedeniyle yaşanan sorunları tespit etmek ve sorunlar için çözüm önerileri sunmaktır. Çalışmanın temelini oluşturan veriler 209 (129 Devlet Üniversitesi, 75 Vakıf Üniversitesi, 5 Vakıf MYO) yükseköğretim kurumunun kütüphane yöneticilerine gönderilen anket sorularına verilen cevaplardan elde edilmiştir. Ankete 84 kurum katılmıştır. Default Loan (also called non-performing loan) occurs when there is a failure to meet bank conditions and cannot be repaid in accordance with the terms of the loan which has reached its maturity. This report is a research effort in the analysis of default loan applicants, especially FPD, from a real dataset obtained from a bank. Expectation from the study is that increase the efficiency of consumer loan allocation by providing predictive analysis of the consumer behavior concerning loan’s first payment default. FPD detection analysis is a crucial role for the determination of consumer loans at the application level. The study also provides an understanding on the reasons of non-performing loans and helps to manage credit risks more consciously. The methods proposed in this study can be extended to other individual consumer loans such as car credits and mortgage.
