    Testing Soft Power in Hard Politics: Turkish Public Diplomacy During “Operation Peace Spring”

    Public diplomacy is used by governments to significantly enhance their capability to maintain national unity and integrity as well as to advance their foreign policy objectives by cultivating a favorable environment among foreign peoples. In conflictual situations where military force is used, it is important to create an impact in a short time to promote national interests by informing and influencing the public. This chapter will first introduce the fundamental tenets of public diplomacy to offer a conceptual framework to better understand its use during military conflicts. It will then explore the implementation of public diplomacy instruments by Turkish government during the “Operation Peace Spring”, which was launched in October 2019. The chapter will also assess the performance of Turkish public diplomacy in the face of the extent of criticism leveled against Türkiye from around the world, including allied countries and international organizations. © 2025 The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG.

    Bu bölüm, geçmişten günümüze AB’nin geleceği sorunsalını ele almaktadır. Her ne kadar AB’nin kurumsal yapısı, değer ve amaçları, karar alma süreçleri ve bütünleşme alanları tüm üye devletler tarafından kabul edilmiş olan 2009 Lizbon Antlaşması ile belirlenmiş olsa da, Birlik’in iç yapısı, üye devletler üzerindeki yetkileri, ve güncel sorun ve krizleri çözme kapasitesi son dönemde özellikle sorgulanır hale gelmiştir. AB’nin geleceği konusunun kısa bir tarihçesinin ardından, bölüm, 2010 yılından beri süregelen AB’nin çoklu krizlerinin AB’nin geleceğine ve gelecek tartışmalarına olan etkilerini incelemektedir. Sonuç bölümünde ise, AB’nin içinden geçmekte olduğu sınamaların sonucunda gelecekte nasıl bir yöne doğru evrilebileceği konusu kısaca irdelenmektedir.

    EU-Turkey Relations: Towards a Transactional Future amid Conflictual Cooperation

    This chapter first summarises and synthesises the findings of the chapters in order to advance an overall scenario for the future of EU-Turkey relations, which is “conflictual cooperation”. It then elaborates on the scenario based on the drivers emanating from the chapters and the recent critical developments weighing on the relations. It concludes by reflecting on the future of the relations in light of their current transactional nature which has been growing since the 2015 Syrian refugee crisis.

    This chapter will portray and critically analyze waterinstitutions in the ET basin, be they intangible principles and rules that areadopted in stakeholder practices, or formal or informal organizational structuresthat have been established by the respective states or non-governmental entities.Particular attention will be paid to the current institutional frameworks, such asbilateral high-level political and bureaucratic dialogue between Turkey and Iraqas well as the science-diplomacy and capacity development initiatives that havebeen developed in the midst of the prolonged crisis in the region. The chapter willalso analyze the evolution of national water management institutions, particularlyas they relate to river basin planning and sectoral (i.e., irrigation) water policy andmanagement issues. The analysis of interactions between transboundary andnational water management institutions will be enriched by focusing on the grow-ing role of civil society organizations in war-torn Syria where national and trans-boundary institutions did not have significant weight during the ongoing conflict.

    The Evolution of Water Diplomacy Frameworks: The Euphrates-Tigris Basin as a Case Study

    Water diplomacy encompasses the processes and institutions through which the national interests and identities of sovereign states are represented to one another. It is enshrined in international law, which states use to explain and justify their policies to concerned actors in the international system. States mostly prefer traditional tools of water diplomacy such as negotiation and mediation to resolve disputes in transboundary river basins. This chapter explores water diplomacy along with its main principles and actors. On the one hand, the state has been the main actor in shaping transboundary water policies and conducting water diplomacy throughout the last few decades of water disputes. On the other hand, international organizations, international financial agencies, non-governmental organizations, and science-policy (Track II) initiatives also participate in water diplomacy. A brief discussion of emerging water diplomacy approaches is followed by a case study on the evolution of water diplomacy frameworks in the Euphrates-Tigris river basin.

    Rising Illiberalism in the European Periphery and the Eu's Application of Membership Conditionality for Democratic Governance

    Illiberalism has recently risen both within the EU and in the European periphery following a global trend of democratic recession, which includes notable cases such as Hungary, Poland, and Turkey, among others. This has revived interest in the EU's role and capacity for promoting liberal democratic governance, as the principal international institution with claims to liberal democratic rule transfer. This chapter investigates how consistently the EU has used its principal policy instrument to tackle illiberalism, namely, membership conditionality. It focuses on EU-Turkey relations within the context of the 2015/2016 Syrian refugee crisis as a test case for the EU's ability and willingness to execute conditionality in times of crisis. Two arguments are made. First, as the EU externalised the crisis to Turkey, consistency of conditionality was compromised by European geostrategic interests that trumped the pursuit of democratic values vis-a-vis Turkey. Second, the strategic EU-Turkey partnership that ensued served to deepen Turkey's move away from the EU's democratic norms that lie at the heart of political conditionality. Consequently, unintended illiberal outcomes were fostered by the EU's transactional policy vis-a-vis Turkey. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2022.

    Türkiye’s Humanitarian Diplomacy Efforts During Pandemic Era: Scope and Challenges

    There is no universally agreed-upon definition of the term humanitarian diplomacy, which covers activities carried out tomeet the urgent needs and alleviate the suffering of victims of humanitarian crises, natural disasters, or man-madedisasters such as civil war. This concept, which has been widely used in the International Relations literature during the2000s, aims to mobilize both public and government support and resources for humanitarian activities and programs. Inthis framework, various actors including International Organizations, Non-governmental Organizations, private sector, andindividuals operate along with the states. The COVID-19 pandemic, which was first reported by officials in Wuhan City,China, on December 31, 2019, has caused the death of millions of people, disrupted the international economy, andchanged all aspects of social life with its ravages. In the face of the COVID-19 pandemic, affecting the whole world andturning into a global crisis, all national and international actors, especially the states, have been insufficient in terms of theircapacity to manage the crisis. During this humanitarian crisis process, where there has been a need for solidarity andcooperation at various levels among all national and international actors, Türkiye has taken initiatives for humanitariandiplomacy activities beyond its borders, while struggling against this disease within its own borders. In this context, Turkishauthorities have stated that “Türkiye will continue to put forward its initiatives for the recuperation from this calamity ofhumanity in cooperation and solidarity, and use the lessons learnt to pave the way for a fairer, share-based and effectivestructure of the international system in the post-pandemic World”. The aim of this study, in which Türkiye’s humanitariandiplomacy practices during the COVID-19 pandemic process are analyzed, is to reveal how Türkiye’s humanitariandiplomacy activities during the pandemic process have become operational. In this framework, this study focuses initiallyon the elaboration of the concept of Humanitarian Diplomacy. Then, the impact of the COVID-19 process on Türkiye’shumanitarian diplomacy activities, and the domain and limitations of these activities will be discussed.

    Mixed Marriage Patterns in Istanbul: Gendering Ethno-Religious Boundaries

    This study focuses on the mixed marriages between individuals from Rum Orthodox, Jewish, and Armenian communities with Muslims, who are legally regarded as ethnic-religious minorities and clustered in the urban geography of Istanbul with the ever-decreasing population. Little attention has been paid into the private sphere dynamics and practices of non-Muslims of Turkey. Hence, this research will try to understand the identity construction of Rum, Jewish, and Armenian communities in the private sphere within the context of mixed marriages. Particularly the gendered structure of the ethno-religious boundaries drawn between the minorities and the wider society are problematised. The chapter benefits from 51 in-depth interviews conducted between 2018 and 2019 with the members of Rum Orthodox, Jewish, and Armenian communities from different social class, age, and gender, who are residing in Istanbul. The data collected through this fieldwork will be presented in the light of the debate in the family and marriage, gender, and minority literature. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

    Türkiye-ermenistan İlişkilerinin Futbol Diplomasisi Bağlamında Değerlendirilmesi

    Uluslararası ilişkilerde; siyaset ve sporun bir arada bulunması ve bir-birini etkilemesi hususunda pek çok örnek mevcuttur. 1971 yılında, Pekin hükûmetinin Amerikan masa tenisi takımını Çin’e davet etmesiyle başlayan ve tarihe “masa tenisi diplomasisi” olarak geçen süreç, Amerika Birleşik Devletleri Başkanı Richard Nixon’ın Çin’e karşı uygulanan ticari ambargoları kaldırması ve Amerika’ya gelmek isteyen Çin vatandaşlarına vize verilebileceğini bildirmesiyle sonuçlanmıştır. 2004 senesinde Hindistan ve Pakistan arasında yıllardır süregelen siyasi gerginliğin, “kriket diplomasisi” olarak adlandırılan süreçle aralarındaki düşmanlığı sona erdirmek için karşılıklı olarak, güven artırıcı önlemleri güçlendirme kararı almaları da sporun bir yumuşak güç unsuru olarak kullanılmasına başka bir örnek teşkil etmiştir. Diğer yandan spor ve siyasetin birbirlerini etkiledikleri süreçlerin olumlu oldukları kadar başarısızlıkla sonuçlanan durumları da bulunmaktadır. Bu çalışma, genel anlamda kamu diplomasisi bakışından “spor diplomasisinin”, daha spesifik olarak “futbol diplomasisinin” Türkiye-Ermenistan ilişkileri çerçevesinde analizine odaklanmaktadır. Bu bağlamda, iki ülke arasındaki ilişkilerin geliştirilmesi için futbolun bir araç olarak kullanılmasında hangi koşulların belirleyici olduğu ve futbol diplomasisinin iki ülke arasındaki iliş-kilere olumlu etki yapması için hangi koşulların mevcut olması gerektiği soruları ön plana çıkmaktadır. Çalışmada; ilk olarak, sporun diplomasi için el-verişli bir araç olarak kullanılmasının önemini analiz eden kavramsal çerçeve ortaya konulduktan sonra, Türkiye-Ermenistan ikili ilişkilerine etki eden dönemin siyasi ve sosyal ortamı analiz edilecektir. Sonuç olarak, bu çalışma, uluslararası ilişkilerde iki devlet arasındaki ilişkilerin normalleştirilmesinde bir araç olarak futbol diplomasisinin ortaya koymuş olduğu fırsatlar ve uygulamadaki sınırlar bağlamındaki potansiyelinin bir analizi olacaktır.
