Kentsel Yoksullukta Yerel Yönetimlerin Rolü

Abstract

Geçmişten günümüze her dönemde yoksulluk kendisini etkin bir şekilde hissettirmekte ve bütün dünya ülkelerini ilgilendiren ciddi bir sorun olarak algılanmaktadır. Yoksulluk sadece gelişmemiş ve az gelişmiş ülkelerde değil gelişmiş ülkelerde de görülmektedir. Yoksulluğun ortaya çıkmasında gelir eşitsizliği ve istihdam sorunları temel nedenlerin başında gelmektedir. Kentlerde nüfusun artmasına neden olan en önemli sorunlardan birisi de kırsal alanlardan kentlere doğru gerçekleşen göçtür. Bu da kentsel yoksulluk sorununun ortaya çıkmasında etkili bir rol üstlenmektedir. Yoksullukla mücadele konusunda merkezi yönetim kadar önemli olan bir başka kamu tüzel kişiliği de yerel yönetimlerdir. Yerel yönetimler arasında başta belediyeler olmak üzere bütün kurumlar yoksulluğun tespit edilmesi ve sorunlarının en aza indirilmesinde etkin bir şekilde görev almaktadır. Özellikle kentsel yoksulluk konusunda aktif bir şekilde çalışan belediyeler yoksul kesimlerin başta istihdam olmak üzere bütün alanlarda sorunlarının çözümüne yönelik farklı stratejiler izlemektedir. Bu çalışmada da kentsel yoksullukla mücadele konusunda etkin bir şekilde çalışan İstanbul Büyükşehir Belediyesine yönelik olarak "Sistem Mezuniyeti Modeli" önerilmiştir. Bu modele göre İstanbul'da yaşayan ve yoksul olarak değerlendirilen vatandaşlara yönelik sistem mezuniyetinin oluşturulmasında uzman meslek elemanlarının seçimi, yoksullara yönelik veri tabanının oluşturulması, istihdamı sağlamak için kariyer danışmanlığının yapılması, yoksullara yönelik farklı kurumlarda istihdam sağlanmasına yönelik uygulamalara yer verilmiştir. Bu sayede yoksulluğun azaltılmasında yerel yönetimlerin uygulayacağı öneriler sunulmuştur.In every period from past to present, poverty makes itself felt effectively and is perceived as a serious problem that concerns all countries of the world. Poverty is seen not only in undeveloped and underdeveloped countries, but also in developed countries. The emergence of poverty comes with inequality of arrival and employment problems. Today, most individuals follow a migration course from rural areas to cities. This leads to an increase the population in cities and more poverty in cities. This plays an effective role in the emergence of the problem of urban poverty. Another public entity that is as important as central government in the fight against poverty is local governments. Among local governments, all institutions, especially municipalities, are actively involved in identifying poverty and minimizing their problems. Municipalities that are actively working on urban poverty in particular follow different strategies for solving the problem in all areas of the poor, especially employment. In this study, the "System Graduation Model" was proposed for the Istanbul Metropolitan Municipality, which works effectively in the fight against urban poverty. According to this model, the selection of expert professional personnel in the creation of system graduation for citizens living in Istanbul and considered poor, the creation of a database for the poor, career counseling to provide employment, and the provision of employment in different institutions for the poor are included. In this way, proposals to be implemented by local governments in poverty reduction have been presented.
