Defining the Corporate and Type Identities of Turkey and the Eu, Analyzing the Impacts of Identity Changes on Eu Turkey Relations

Abstract

This thesis study explains Türkiye's European Union membership adventure which has been the subject of many academic studies, and frequently discussed in the public that has resulted in a lack of solution every time despite the progress, with constructivist theorist Alexander Wendt's identity concept, and within the context tries to answer why Türkiye cannot be a member of the European Union? In this context, Türkiye's membership process of EU has been interpreted, reason of the insolubility has been explained. In the study initially defined the identities of both parties, and then examined the transformations of the identities as 20-year periods from 1960 to the present. Then, the status of negotiations and relations among the parties has been compared in according to these identity transformations. In this way, the study seeks to determine whether is there a linear relationship between the structure of identities and the course of negotiations. To achieve this, methods such as literature review and case analysis has been used. The study aims to contribute to the existing literature in the Turkish academic field and provide a source for future studies on overcoming the obstacles to Türkiye's EU membership and proposing solutions for establishing a healthier relationship.

Bu tez çalışması, pek çok akademik çalışmaya konu olmuş, kamuoyunda da sıkça tartışılan ve sağlanan ilerlemelere rağmen her defasında çözümsüzlükle sonuçlanmış olan Türkiye'nin Avrupa Birliği'ne üyelik serüvenini, inşacı (konstrüktivist) kuramcı Alexander Wendt'in kimlikler konsepti üzerinden açıklayarak, Türkiye'nin neden bir türlü AB üyesi olamadığına bir cevap sunmaya çalışmıştır. Bu bağlamda, Türkiye'nin Avrupa Birliği'ne üyelik sürecinde sağladığı ilerlemeler ile birlikte yaşadığı zorluklar ve çözümsüzlükler, Wendt'in kimlikler yaklaşımı kullanılarak değerlendirilmiş ve ilişkilerde yaşanan çözümsüzlüğün sebebi izah edilmiştir. Çalışmada öncelikle tarafların kimlikleri tanımlanmış olup, sonrasında 1960'dan günümüze 20 yıllık dönemler halinde, tarihi olaylar çerçevesinde kimliklerdeki dönüşümler belirlenmiştir. Ardından kimliklerdeki dönüşümler ile ilişkilerin durumu karşılaştırılmıştır. Bu şekilde kimliklerin yapısı ile müzakerelerin seyri arasında doğru orantılı bir ilişki var olup olmadığı ortaya çıkarılmaya çalışılmıştır. Bu amaçla çalışmada yazın taraması ve vaka analizi gibi yöntemlerden faydalanılmıştır. Çalışma, Türkçe akademik alan yazınında eksik olan literatüre katkıda bulunmayı, ayrıca yapılacak müteakip çalışmalarda Türkiye'nin AB üyeliği konusundaki engellerin aşılması ve daha sağlıklı bir ilişki kurulması için çözüm önerileri sunulması açısından kaynak sağlamayı hedeflemektedir.
