Avrupa Birliği Güvenlik Politikaları'nda terörizm ile mücadelenin yeri

Abstract

Bu çalışmanın amacı, terörizmin AB'nin güvenlik ve savunma politikalarında getirmiş olduğu gelişim ve değişimleri, AB'nin birçok yeni güvenlik ve savunma mekanizmaları oluşturmasındaki etkilerini ve AB'nin güvenliğinde Soğuk Savaş döneminden günümüze kadar terörizm olan mücadelesini tarihsel süreç içerisinde ele alarak göstermektir. Bununla birlikte Soğuk Savaş döneminde Avrupa'nın terörizme karşı ortak bir iş birliğinde bulunmamasından dolayı görmüş olduğu önemli zararları, Soğuk Savaş sonrasında hızla yayılan küreselleşmeyle birlikte terörizmin küreselleşmeye başlaması, 11 Eylül 2001 tarihinden itibaren küresel bir sorun haline gelen terörizme karşı Avrupa Birliği'nin terörizm tehdidine karşı yaptığı stratejileri, politikaları ve oluşturduğu kurumları incelemektir. Avrupa'da terörizm, Soğuk Savaş döneminde özellikle 1960'lı yılların sonlarından itibaren terörizm tehdidi Avrupa'da yükselişe geçmiş ve Avrupa'nın önemli sorunlardan biri haline gelmiştir. Özellikle 1970'lerde yaşanan terör saldırıları (uçak kaçırma, bombalı saldırılar, suikastlar) Avrupa'yı terörizme karşı güvensiz ve riskli bir duruma getirmiştir. Soğuk Savaş döneminde yaşanan terör saldırılarına karşı Avrupa, terörizmden çok zarar görmüş olup güvenlik açısından zayıf kaldığı için Avrupa'da birçok insan terör saldırılarından hayatını kaybetmiş ve vatandaşların can güvenliği yeteri kadar korunamamıştır. Bu duruma çözüm bulmak için Avrupa Devletleri, Soğuk Savaş'la birlikte ortaya çıkan kutuplaşmadan dolayı (iki kutuplu sistem) ortak bir noktada buluşamamıştır. Bu yüzden Avrupa, Soğuk Savaş döneminde terörizme karşı ortak bir güvenlik ve savunma politikaları geliştiremediği için birçok terör saldırılarına maruz kalmıştır. Soğuk Savaş döneminin bitiminden sonra Avrupa Devletleri, Maastricht Antlaşması'yla birlikte AB, terörizme karşı güvenlik mekanizmalarını etkili bir şekilde geliştirmeye başlamış olup günümüze kadar hala terörizme karşı güvenlik mekanizmalarını geliştirmeye devam etmektedir. Özellikle 2004 yılında Madrid kentinde ve 2005 yılında Londra'da gerçekleşen bombalı saldırılardan sonra AB, Terörle Mücadele'de kendi güvenlik ve savunma stratejilerinin geliştirilmesinde hız kazanmıştır. Bu dönemden itibaren terörizme karşı ortaya çıkan yeni politikalar ve stratejilerle AB, terörizm tehdidine karşı özellikle 2005 AB Terörle Mücadele Stratejisi'nden itibaren büyük ilerleme kat etmiştir. Kısacası bu çalışmada terörizmin Soğuk Savaş döneminden günümüze kadar Avrupa'nın güvenlik ve savunma politikalarında getirdiği etkiler ve AB'nin terörizmle mücadelesindeki kat ettiği gelişmeler tarihsel süreç doğrultusunda analiz edilecektir.

Terrorism in Europe During the Cold War, especially since the late 1960s, the threat of terrorism has been on the rise in Europe and has become one of the important problems of Europe. Terrorist attacks (airplane hijacking, bomb attacks, assassinations) especially in the 1970s made Europe unsafe and risky against terrorism. Against terrorist attacks in the Cold War era, Europe was harmed by Terrorism, and since it was weak in terms of security, many people in Europe died from terrorist attacks and the security of citizens was not sufficiently protected. Thus, Europe was seen as a region where terrorists could easily take action To find a solution to this situation, the European States could not meet at a common point due to the polarization that came with the Cold War (bipolar system). Therefore, Europe was exposed to many terrorist attacks since it could not develop a common security and defense policy against Terrorism during the Cold War period. After the end of the Cold War period, the European States, together with the Maastricht Treaty, started to effectively develop security mechanisms against terrorism and still continues to develop security mechanisms against Terrorism. Especially after the bombing attacks in Madrid in 2004 and London in 2005, the EU gained momentum in the development of its own security and defense strategies in the Anti-Terrorism. With new policies and strategies against terrorism starting from this period, the EU has made great progress against the threat of terrorism especially since the 2005 EU Counterterrorism Strategy. In this context, in this study, the effects of Terrorism on the security and defense policies of Europe from the Cold War period to the present day and the developments the EU has made in the fight against terrorism will be analyzed in line with the historical process.
