Rusya Federasyonu: Küresel güç konumuna dönüş, Suriye krizi vaka çalışması

Abstract

Bu tez çalışmasının yapılmasının amacı Soğuk Savaş'tan sonra Rusya Federasyonu'nun günümüzde küresel güç potansiyeline erişip erişmediği ve pratikte bu bulguların Suriye krizi çerçevesinde mevcut olup olmadığı araştırılarak alanyazına katkıda bulunmaktır. Bunun yanında bu tez çalışmasının önemi küresel güç potansiyeline sahip bir devletin hangi özelliklere sahip olduğunu görmek ve bu kapsamda RF'nun bu vasıflara sahip bir devlet olup olmadığını vaka çalışması bağlamında incelemektir. Bu çerçevede RF'nun milli güç kapasiteleri incelenmiştir. Çünkü bir devletin sahip olduğu milli güç o devleti uluslararası sistemde belirli yere konumlandırmaktadır. Bir devlet gücünü ne kadar arttırırsa dünya siyasetinde o kadar söz sahibi olmaktadır. Dolayısıyla elde edilen bulgular ışığında RF'nun kurulduğundan beri sahip olduğu güç kapasitesinin hangilerinin küresel güç olma özellikleri gösterdiği veya gösteremediği anlaşılmaya çalışılmıştır. Bu milli güçler ise sırasıyla şunlardır. Siyasi yapısı, coğrafyası, demografisi, ekonomisi, askeri gücü, yumuşak gücü ve psiko sosyal güçtür. Siyasi yapı devletin rejiminin, kurumların güçlü bir yapıya sahip olup olmadığını gösteren verilerin ve devlet ile halk arasındaki ilişkinin incelenmesi amacıyla araştırılmıştır. Coğrafya ise bir devletin hakim olduğu alanların kendisine sağlamış olduğu birtakım kazınımların ve noksanlıkların olduğu gerekçesi ile incelenmiştir. Rusya Federasyonu'nun ekonomik yapısındaki güçlükler ve zayıflıklar ise dış politikasına olan etkileri nedeniyle önemli hususlardır. Askeri güç, RF için dünya siyasetinde etkin olmak ve küresel güce dönüşme de en önem verdiği alan olması bakımından mühimdir. Yumuşak güç, RF'nun yabancı kamuoyu açısından edinmiş olduğu imajın küresel güç olma da bir faktör olması dolayısıyla araştırılmıştır. Bu milli güç kapasitesini RF 1990'lı yıllardan beri geliştirmektedir. Mevcut güç kapasitesini dış politikada ne kadar gerçekliğe dönüştürdüğünü anlamak için Suriye krizi bir vaka çalışması olarak ele alınmıştır. Elde edilen bulgular sonucunda RF Suriye krizinde siyasi, diplomatik ve sahada oldukça etkin bir varlık gösterdiği ve ABD gibi bir küresel gücü Suriye'de pasifize etmeyi başardığı anlaşılmıştır. Fakat RF'nun milli güç kapasitesi incelendikten sonra varılan sonuç şudur. Siyasi, askeri, enerji ve coğrafya bakımından Rusya Federasyonu küresel güç bir devlet özellikleri gösterse de ekonomi, teknoloji ve yumuşak güç bakımından RF'nun gücü henüz daha olgunlaşmamıştır. Dolayısıyla RF şu an ki potansiyeli ile büyük güç konumundadır.

The purpose of this thesis is to make contributions to literature by analizing whether Russian Federation has reached its global power potential after the Cold War and whether this potential exists in practice within the framework of the Syria crisis. In addition, the importance of this thesis is to figure out the traits of a state with superpower potential and analyse in that scope whether RF is a state with these traits regarding the case study. In this framework, the national power capacities of Russian Federation were examined cautiously. Because the national power possessed by a state positions it in a certain place in the international system. A state can have a say in world politics as much as it enhances the number of areas in which it is strong. Hence, in light of acquired findings it was tried to be understood which its power capacity had global power characteristics or not since its establishment. These national powers are the following: The political structure, geography, demography, economy, military power and soft power. The political structure was researched in purpose of examining the relations between state and nation and the datas indicating whether the regime of state and its' institutions have robust structure. The geography, on the other hand, was researched on the grounds that there are some acquisitons and deficiencies of the areas dominated by the state. The strengths and weaknesses of RF are significant issues for the reason of their impacts to the foreign policy of Russian Federation. The military power is so important for RF in terms of being efficient in world politics and being the most important field in its transformation into global power. Soft power was examined for the fact that it was a factor concerning the image that RF has in the eyes of foreign public. Russian Federation has been developing its national power capacity since 1990's. The Syrian crisis was evaluated as a case study in order to understand how much RF transforms the current power capacity into a reality in its foreign policy. As a result of the findings RF has efficently made his presence felt in terms of political, diplomatic and field in the Syrian crisis and succeded to pacify USA, a global power, in Syria crisis. However after evaluating the national power capacity of RF our conclusion is the following. Although Russian Federation is a superpower concerning political, military, energy and geography, RF's power hasn't matured yet regarding economic, technology and soft power. Therefore RF, with its current potential, is a big power.
