Presentation The Diplomacy of Water in the Middle East(Institut Barcelona d'Estudis Internacionals (IBEI), 2019) Kibaroğlu, AyşegülMiddle East suffers from an abundance of issues that compound water security, including arapidly growing population, uneven economic development, limited amounts of watersupply, negative impacts of climate change and poor water management practices bothwithin and between states. The geopolitical importance of the region, and the conflicts thathave consequently resulted, aggravate the usual problems of using water in a variety ofsettings, such as the Euphrates-Tigris (ET) basin.Transboundary water politics in the ET basin is often marked with political confrontationsamong its major riparians, namely Turkey, Syria and Iraq. However, the basin also hostswater diplomacy governance structures. Thus, the talk will address power dynamics in thebasin with specific references to diplomatic negotiation processes. Bearing in mind thattransboundary water relations in the basin occurs in volatile political circumstances, the talkwill culminate with analyses on the current and emerging issues in the basin, elaborating onthe impact of the Syrian civil war.Presentation Dam Development Trajectory in the Euphrates-Tigris River Basin: Challenges and Prospects(Radio Television Suisse (RTS), 2019) Kibaroğlu, AyşegülTransboundary water relations in the Euphrates-Tigris basin have been marked with political confrontations among the riparian states, namely Turkey, Syria and Iraq, mainly due to uncoordinated construction, filling and operation of large-scale dams. Yet, technical cooperation on dam safety has been a common concern for the three riparians. But, due to the troubles that they had to endure, such as the US invasion of Iraq and the civil war in Syria, trilateral cooperation has not been possible. On bilateral level, however, government officials and water professionals from Turkey and Iraq have been spending efforts for developing projects to build joint dams on the border. Nevertheless, the Turkey–Iraq track fell short of adopting joint strategies for responding to the actions of violent non-state actors (e.g., ISIS) and could not build a basin-wide understanding for protecting dams against the effects of armed conflict. It analyzes the expansion of irrigation investment as well as institutional and technological changes in irrigation policy and development in parallel with policies of liberalization and decentralization in the late 1980s. The chapter also discusses institutional changes in the management of the irrigation systems as a result of (partial) transfer of management of large-scale irrigation systems to a variety of water user organizations. Finally, it describes current technological and institutional problems and the further challenges to the irrigation sector, such as infrastructure deterioration, risks of drought, environmental and ecological system degradation, and insufficient investment. It includes macroeconomic and sector-specific laws, policies, regulations, support services, information structures and labor force preparedness. It sets the stage for all business activities that have to do with producing goods on farms and transporting them to processors and consumers. Understanding this environment can help create policies that facilitate doing business in agriculture and increase the investment attractiveness and competitiveness of countries.Research Project Sustainability of Engineered in Arid Lands (seridas)(Houston Advanced Research Center, 2016) Kibaroğlu, AyşegülAyşegül Kibaroğlu is a project team member of an international project entitled Sustainability of Engineered in Arid Lands (SERIDAS), which is led by the scientists from the University of Texas (UT) at Austin and the Houston Advanced Research Center (HARC). Within the framework of this project, which was initially funded by Cynthia and George Mitchell Foundation, Kibaroğlu is collaborating with scientists from the United States, Germany, Brazil, Australia, and Spain, who study the Rivers Euphrates-Tigris, Nile, Rio Grande, Yellow, Murray-Darling, Colorado, Jucar, Limari and São Francisco in order to find out how the rivers will do in the years 2040 and 2060. As part of this project, Ayşegül Kibaroğlu was invited as the visiting scholar by the Lyndon B. The main aim of this dissertation is to show that the European Union takes a different position than other international actors in terms of international climate change negotiation and policy. This distinction stems from the founding philosophy of the European Union and its environmentalist tradition. The argument of this dissertation is that whereas nation-states in general, great emitter states in particular, emphasize their national interests regarding climate change issues, the EU behaves in different way. This different behavior stems from the factors of ‘logic of action,’ ‘supranational decision-making mechanism’ and ‘its concern of spreading the EU standards.’ Despite the fact that there are different views on climate change policy among the EU members and the EU (because it is itself a great emitting body), these factors enable the EU to behave differently than other actors in the international climate change process.Conference Object Water Resources Management in the Asi (orontes) River Basin: Assessment of Issues and Opportunities(MEF University and the Graduate Institute of International and Development Studies, 2014) Kibaroğlu, AyşegülThe Workshop was co-organized by MEF University and the Graduate Institute of International and Development Studies based in Geneva with the support of the Swiss Agency for Development and Cooperation. The ultimate objective of the Workshop, which was attended by decision-makers, technocrats, water experts and leading academics from Turkey, Syria, Switzerland, Germany and Holland, was to produce a much needed synthesis of academic works and technical studies that are conducted on the Asi River basin.
