Türkiyenin terörle mücadelesinde kurumlar arası işbirliğinde yaşanan sorunlar ve geliştirilen çözüm yöntemleri

Abstract

Bu tez çalışmasında Türkiye'nin tarihsel olarak karşılaştığı terör tehditlerinin neler olduğu ve bu tehditlere karşı iç güvenlik kurumlarının nasıl mücadele verdiği anlatılmaktadır. Araştırma yapılırken iç güvenlik kurumlarının terörle mücadele yöntemleri mercek altına alınmış ve tespit edilen sorunlar veya aksaklıklara yönelik çözüm önerilerinde bulunulmuştur. Araştırmada Türkiye'nin terörle mücadelesinde iç güvenlik kurumlarının birbirleri arasındaki koordinasyon ve iş birliği süreçlerinin nasıl olduğu ortaya konulmaya çalışılmıştır. Yöntem ve sınırlama bakımından, Türkiye'nin uzun yıllara dayanan terörle mücadelesine ana hatları ile değinilmiş, esas olarak 2016-2020 yıllarını kapsayan dönemle ilgili olarak akademisyenlerin, halen aktif görevde bulunan ya da emekli olmuş uzmanların görüşleri üzerinden analizler yapılmıştır. Araştırmada böyle bir sınırlamaya gidilmesinin sebebi; 15 Temmuz 2016 günü FETÖ terör örgütünün başarısız darbe girişimi ile karşılaşan Türkiye Cumhuriyeti devletinin, sınırları içerisinde ve dışında tüm terör örgütlerine yönelik çok yönlü mücadele stratejisi kararı almasının iç güvenlik kurumları bakımından söz konusu tarihin bir dönüm noktası olmasıdır. Bu sebeplerden ötürü 15 Temmuz 2016 öncesi ve sonrası değerlendirilerek, değişimin ne düzeye geldiğinin incelemesi yapılmıştır. Bu tez çalışması sonucunda Türkiye'nin uzun yıllar çok sayıda terörle mücadele stratejisi benimsediği, özellikle 1990'lı yıllardan 2020 yılına kadar stratejik, taktiksel ve kurumsal olarak büyük dönüşümler yaşadığı görülmektedir. Tez çalışmasında, Türkiye'nin resmi kurumları tarafından yapılan mücadele tarzlarına yönelik olarak eleştirel bakış açısına sahip ve çözüm önerilerinde bulunan terörle mücadele içinde yer almış ve alanında uzman kişilerin görüş ve tavsiyeleri de dikkate alınarak değerlendirmelerde bulunulmuştur. Araştırma yöntemi olarak bu çalışma; nicel araştırma şeklindedir ve belge, mevzuat, rapor tarama, mülakat, veri toplama, haber incelemesi ve literatür taraması şeklinde icra edilmiştir. Araştırma boyunca ihtiyaç duyulan detaylı bilgilerin güvenlik kaygısı ile akademik camia ile paylaşılmamasından dolayı, akademik literatürün sınırlı olması sebebiyle tez konusunu kamuoyuna açık kaynaklar üzerinden değerlendiren ve irdeleyen bir araştırıma olarak gerçekleştirilmiştir. Bu yöntemin tercih edilmesi, Türkiye'nin terörle olan mücadelesinin şeffaf ve denetlenebilir şekilde açık kaynaklardan da araştırılabileceğinin gösterilmesi bakımından önemlidir. Tez içerisinde ortaya konulmuş olan görüşler ve öneriler tamamen araştırmalarım sonucu oluşan kişisel görüşlerim olup herhangi bir kurumun görüşünü yansıtmamaktadır.

This research thesis explains chronologically what types of terror threats Turkey has faced and how the country's internal security agencies combat these threats. The methods employed by the internal security agencies in encountering terrorism have been analyzed in greater detail and corrective actions have been proposed for identified problems and errors. This thesis also attempts to demonstrate how phases of coordination and cooperation between various state security agencies have been achieved to confront terrorism. As far as the methods and the scope are concerned, though the experience gained by Turkey in dealing with terror threats over a long time has been outlined, greater emphasis is placed on the period from 2016 to 2020 and detailed analyses have been made about this period based on the views of academics and authorities, both in active duty as well as retired. The reason for limiting the scope of the research to this period is the fact that comprehensive decisions made by the Republic of Turkey to fight all terrorist organizations booth at home and abroad with a multi-faceted strategy in the aftermath of the attempted coup by the FETO terrorist organization on 15 July 2016 marked a watershed event as far as the internal security agencies are concerned. For this reason, the research has been conducted in order to determine the level of change by comparing and contrasting the pre- and the post- 15 July 2016 incident. This thesis demonstrates that Turkey has adopted a multitude of strategies over the years and experienced major strategical, tactical and organizational progress, notably from 1990s until 2020. An assessment of the methodologies used by the government organizations has been made by considering the views of the experts in the field and those who have expressed critical views concerning the methods of the Turkish government organizations as well as the suggestions that they made. The technique used in this research is quantitative in nature and documentation, regulations, report screening, interview, data collection, news evaluation, and literature search are the means employed in carrying out the work done in this thesis. The subject of the research has been studied and evaluated based on open source material whenever the detailed information needed throughout the research was not readily available and not shared with academia due to security concerns. Hence, this thesis also demonstrates that Turkey's fight against terrorism can be researched by using open, transparent and auditable sources.
