    Graph-Based Turkish Text Normalization and Its Impact on Noisy Text Processing

    User generated texts on the web are freely-available and lucrative sources of data for language technology researchers. Unfortunately, these texts are often dominated by informal writing styles and the language used in user generated content poses processing difficulties for natural language tools. Experienced performance drops and processing issues can be addressed either by adapting language tools to user generated content or by normalizing noisy texts before being processed. In this article, we propose a Turkish text normalizer that maps non-standard words to their appropriate standard forms using a graph-based methodology and a context-tailoring approach. Our normalizer benefits from both contextual and lexical similarities between normalization pairs as identified by a graph-based subnormalizer and a transformation-based subnormalizer. The performance of our normalizer is demonstrated on a tweet dataset in the most comprehensive intrinsic and extrinsic evaluations reported so far for Turkish. In this article, we present the first graph-based solution to Turkish text normalization with a novel context-tailoring approach, which advances the state-of-the-art results by outperforming other publicly available normalizers. For the first time in the literature, we measure the extent to which the accuracy of a Turkish language processing tool is affected by normalizing noisy texts before being processed. An analysis of these extrinsic evaluations that focus on more than one Turkish NLP task (i.e., part-of-speech tagger and dependency parser) reveals that Turkish language tools are not robust to noisy texts and a normalizer leads to remarkable performance improvements once used as a preprocessing tool in this morphologically-rich language.

    Dynamic capabilities and entrepreneurial management: A review of selected works of David J. Teece

    Dynamic capabilities framework which is the combination of internal processes, resource utilization and structural transformations that have to be strategically formulated and managed for gaining sustained competitive advantage in rapidly changing environments became largely influential not only in strategic management field but had a significant impact on several areas of management (Di Stefano, et al., 2010, Barreto, 2010). After the introduction of the dynamic capabilities approach, the contributions from the initiator of the approach David J. Teece and several other important strategy and management scholars gave way to the development of a new capabilities theory of the ‚innovative‛ firm as well the evolution of the fresh domain of entrepreneurial management. The current review aims to analyze the antecedents of dynamic capabilities and the development of this new theory through the works of David J. Teece and acknowledge his crucial contribution to fields of management, strategy, and entrepreneurship.

    Ceza Muhakemesi Hukukunda Adli Arama

    Adli arama, delillerin hukuka uygun bir biçimde elde edilerek muhakeme işleminde kullanılmasına imkân vermesi ve devamında bu deliller esas alınarak yargılama sonucu sanıkların cezalandırılmasını mümkün kılması bakımından nitelik arz etmektedir. Arama işlemi ile hüküm verilmeden önce temel hak ve özgürlükler, yakalama veya delil elde etme amacıyla ya da her iki amaca bağlı olarak sınırlanmaktadır. Aramanın, yakalama ve delil elde etme amacıyla uygulanması ile ceza muhakemesinde maddi gerçeğe ulaşılmasına araç olarak hizmet ettiği ve tek başına bir amaç olmadığı belirtilmelidir. Bu sebeple aramanın aynı zamanda geçici olması ve arama işlemi ile elde edilmek istenen amaca ulaşıldığında aramanın sona ermesi, ancak gecikmede tehlike bulunması durumunda yani bir zorunluluk halinin ortaya çıkması ile aramanın bir koruma tedbiri olarak uygulanmasının söz konusu olması, aramanın aynı zamanda temel hak ve özgürlükleri sınırlıyor olması sebebiyle önem arz etmektedir. Aramanın hukuka uygun olabilmesi için aramanın bir koruma tedbiri olarak saydığımız özelliklere sahip olması gerekmekle beraber burada belki de en temel husus, arama kararının hukuka uygun olarak verilmesidir. Nitekim arama işlemi ancak hukuka uygun bir arama kararının verilmesi ile yapılabilecektir. Ceza muhakemesi hukukunda arama kararının verilmesi kural olarak hakim kararıyla mümkündür. Temel hak ve özgürlüklere müdahalenin istisnai haller dışında ancak hâkim kararıyla sınırlanması hukuk devleti ilkesinin gereğidir. Bu bağlamda ancak gecikmesinde sakınca bulunan hallerde Cumhuriyet savcısının, Cumhuriyet savcısına ulaşılamadığı hallerde de konut, işyeri, kamuya açık olmayan kapalı alanlar hariç olmak üzere kolluk amirinin yazılı emri ile arama yapılması mümkün kılınmıştır. Hâkim kararı dışında arama emri ile adli arama yapılması istisnai bir kurumdur ve bu sebeple bu yetkinin kullanılması ancak gecikmesinde sakınca bulunan hallerde söz konusu olacağından, gecikmesinde sakınca bulunan hal kavramının gerekçelendirilmesi bilgi, belge ve açıklamalarla desteklenmesi gerekmektedir. İster arama kararına dayanılarak yapılan bir arama söz konusu olsun ister arama emrine istinaden arama işlemi gerçekleştirilmiş olsun, her halükârda delil elde edileceğine ya da belirli bir kişinin yakalanabileceğine dair basit tahminlerin ötesinde, somut olgulara dayalı bir makul şüphenin varlığı arama kararı veya arama emri verilebilmesi için şart koşulmuştur. Hukuka uygun bir arama kararı veya emrinin verilmesi ile artık arama kararının icrası söz konusu olacaktır. Arama kararının icrası, aramanın yapılacağı yer, kişi ve zamanlar açısından ayrı özellik göstermekle kanun ve yönetmelik hükümleriyle çizilen sınırlara uygun olarak aramanın icra edilmesi gerekmektedir Aksi bir durumda haksız arama suçundan, delillerin hukuka aykırılığından, hukuka aykırı aramadan doğan tazminat hakkından bahsedilecektir. Çalışmamızda bu başlıklar, daha ayrıntılı bir şekilde mevcut yargı kararları mevzuat hükümleri ve öğreti görüşleri ile incelenmiştir.

    The Central Concepts: Culture, Language, Intercultural Competence and Interculturality

    This chapter presents the basic concepts, such as culture, language and culture, intercultural competence and interculturality with a brief discussion of earlier and recent perspectives and frameworks. The chapter starts with various definitions of culture and draws on linguistic anthropology followed by dimensional and analytic frameworks of culture. Then, the relationship between culture and language is presented through linguistic, pragmatic, and sociolinguistic viewpoints. Such a interwoven link between language and culture brings up the discussion of the role of intercultural communication and interculturality accompanied by a set of both earlier and recent frameworks. Then, the concept of interculturality is briefly reviewed tapping on some critical issues, such as diversity and power dynamics in intercultural communication. This is followed by implications of interculturality for language teaching and relevant practices.

    Identification of Candidate Biomarkers and Pathways in Breast Cancer by Differential Network Analysis

    Breast cancer is one of the most malignant cancers in women worldwide. The aim of the present study was to explore the underlying biological mechanisms of breast cancer. For this purpose, we propose a novel framework to reveal mechanisms that drive disease progression in breast cancer by combining prior knowledge in the literature with differential networking methodology. Our integration framework has resulted in the most important genes and interactions by allowing ranking the breast cancer-specific gene network. YY1, SMARCA5, FOXM1, STAT4 and PTTG1 were found to be the most important genes in breast cancer. Functional and pathway enrichment analyses identified numerous pathways that may play a critical role in disease progression. Considering the success of the comparison of the results with the literature, the systemic lupus erythematosus pathway may be a potential target of breast cancer.

    When Words and Pointing Compete: Young Children's Referential Comprehension Under Uncertainty

    The present research comprised two studies examining how 2- to 4-year-old children resolve referential uncertainty. Study 1 investigated first touches-objects initially selected or touched immediately-and takeaways-objects ultimately selected or given-as two distinct object selection behaviors, along with the verbal responses accompanying them. Study 2 explored how communicative context (i.e., preactivation of familiar object labels prior to object selection) and child characteristics (i.e., age, vocabulary knowledge, and selective attention) influenced children's referential strategies. Using a modified version of Grassmann and Tomasello's (2010) paradigm, two experimental conditions were implemented: In the Familiar-Familiar condition, when presented with two familiar objects, Experimenter 1 labeled one object to be given to Experimenter 2, while pointing to the other. In the Novel-Familiar condition, when presented with one novel and one familiar object, Experimenter 1 used a novel label while pointing to the familiar object. Results demonstrated that ostensive pointing was a stronger cue than verbal labeling in guiding children's object selections. Children modified their selections between first touches and takeaways in 17-34% of trials or verbally responded to the contradiction in 13-40% of trials. Furthermore, preactivation of familiar object labels and individual characteristics-particularly age and selective attention-were linked to variations in referential strategies. These findings highlight the complexity of referential resolution, where children integrate verbal and nonverbal cues, providing nuances about communicative development and insights about how it could be supported.
