Post-structuralism claims a different position from the traditional realist and idealist perspectives in the field of security studies by offering the connection between national identity and security politics and the discursive character of the concept of security. Accordingly, the practices of security construct the national “self” by indicating the difference between itself and the “other”. In that sense, policy discourses are considered inherently social since the policy-making elite address the wider public sphere to institutionalize their understanding of the identities and policy options. Therefore, in order to understand the foreign and security policies of the actors involved in International Relations, the examination of the speeches and statements of policy makers, politicians or bureaucrats, the documents written by the institutions involved in foreign policy making has been an increasingly used as a method. In this context, official speeches, statements, parliamentary debates, diplomatic correspondence, interviews, newspapers, photographs and videos can be used in discourse analysis studies. The aim of this paper is to understand and situate NATO’s discourse within the framework of its recent Strategic Concept of 2022. In this framework, after the elaboration of concept of discourse and discourse analysis, the construction and hierarchical positioning of different actors in the text will be analyzed by asking “how” questions. In that sense, Roxanne Lynn Doty’s concepts of “presupposition”, “predication” and “subject positioning” will be used as analytical categories to provide a textual framework. The representational practices through which meaning are generated is crucial in this study. Accordingly, the discursive identities produced by NATO will be examined in order to understand the attachments to various social objects and subjects in international environment.Conference Object A Turkish Perspective on What Should the 4th Rev. With globalization, the wave of migration throughout the world has intensified; the number of legal and illegal immigration and seeking refugees has reached large points as well as has come to include more countries. One of most important of the problems that has faced by European Union, which started in order to achieve a common economic policy after the Second World War and began gradually moving towards a political formation, is immigration toward Union’s territories from outside. Turkey, which is regarded as a country that stands at the intersection of migration in both historical as well as geographical location, could not build a comprehensive immigration policy until the 2000s. In this study, the progress of the European Union and Turkey’s immigration policies will be discussed in the light of the historical background. Nevertheless, the underlying causes of the conditions behind Turkey’s failure to prepare a national migration strategy that can generate the required policies by examining the longterm development will be discussed, despite the EU’s impact on Turkey’s full membership process.Article Citation - WoS: 30Citation - Scopus: 41Barriers in Participative Water Governance: a Critical Analysis of Community Development Approaches(MDPI, 2022) Shunglu, Raghav; Withanachchi, Chandana Rohana; Kibaroǧlu, Ayşegül; Köpke, Sören; Kanoi, Lav; Nissanka, Thushantha S.; Gamage, Deepika U.Participatory approaches within development programs involving common-pool resources are intended to revive a community’s role in managing these resources. Certainly, to ensure the successful and equitable use of such resources, community participation is essential. However, in many cases, attempts at applying a participatory approach often fail to genuinely engage all subgroups within a community due to assumptions of homogeneity and a lack of understanding of the deep socio-political divisions between people. As a result, development programs can be plagued by these pre-existing power relations, potentially resulting in tokenistic community participation and the continuation of elite capture of natural resources to the same extent or worse than before a development program has begun. This in turn can negatively impact good governance and the fair distribution of a common pool resource. This paper explores the use of participatory approaches in water projects, assessing to what degree power relationships impact water management programs. Using a qualitative approach, the paper identifies key challenges of participatory water governance through case studies from Turkey, India, and Sri Lanka, exploring: lack of social trust, elite capture of participatory processes, power heterogeneity and imbalances at the micro-level, and a lack of inclusive participation in decision-making. Based on the analysis of these case studies, this paper argues that it is essential for participatory development interventions to understand socio-political power relations within a community—an inherently complex and contested space. The so-called “exit strategy” of a community project play a key role to decide the project sustainability that grants the “community ownership” of the project. Such an understanding can bring about greater success in development interventions attempting to address water-related issues.Conference Object Blue Peace in the Middle East(MEF University and the Strategic Foresight Group, 2014) Kibaroğlu, AyşegülAbout 90 policy makers, Members of Parliament, serving and former Ministers, media leaders, academics and water experts from across the Middle East came together for the first annual High Level Forum on Blue Peace in the Middle East at Istanbul on 19-20 September 2014. The forum was co-hosted by the Strategic Foresight Group and MEF University of Istanbul, Turkey in cooperation with the Swiss Agency for Development and Cooperation and the Political Directorate of the Swiss Federal Department of Foreign Affairs. The participants proposed concrete initiatives at bi-lateral as well as regional levels to promote cooperation and sustainable management of water resources in the region. Drawing upon fieldwork conducted in five major Turkish cities which have hosted the highest number of Syrian business people, this paper first reveals the convergence of the interests of the host state and of the displaced capital owners, as well as the increasing transnationalization of Syrian economic practices. It then assesses the capacity and/or willingness of the Syrian business people to organize themselves as an interest group regarding their interests in Turkey and to assist the process of conflict resolution in Syria. Finally, the paper reflects upon whether a hybrid identity is in the making within the Syrian business diaspora in Turkey. Our findings suggest that the Syrian business diaspora in Turkey is evolving itself into a transnational business community, and developing hybrid socio-economic practices. Yet, we delineate this flourishing community as ‘shy’ because the issues concerning both domestic and Syrian politics are carefully being avoided to keep stability and unity within. This consequently hinders the Syrian business community to form itself as an interest group in Turkey focused on conflict resolution and post-conflict reconstruction in Syria.Conference Object Conflict and Cooperation Dynamics in the Euphrates-Tigris River Basin(GIGA Research Platform Middle East, 2018) Kibaroğlu, AyşegülThe paper argues that with the continuation of the civil war, there is a need to look at the conflict since actions during the conflict and after the conflict are closely linked. A major element that comes out is the emergence of a civil society in Syria during the civil war. A strategy should be adopted by the riparian States, local and international funding agencies that focuses on strengthening of civil society, supporting their actions in the water sector and enhancing their ability to get funds for rehabilitation and reconstruction.Conference Object Covid-19 Pandemisinin Nato’nun Kamu Diplomasisi Üzerindeki Etkisi(Ankara Üniversitesi Siyasal Bilgiler Fakültesi, 2022) Güleç, CansuDünyanın ilk kez, Çin’in 31 Aralık 2019’da Vuhan kentinde kaynağı bilinmeyen bir solunum yolu rahatsızlığının ortaya çıktığını Dünya Sağlık Örgütü’ne bildirmesiyle haberdar olduğu COVID-19 salgını milyonlarca insanın hayatını kaybetmesine neden olmuş, uluslararası ekonomiyi sarsmış ve toplumsal hayatın tüm yönlerini yıkıcı bir etkiyle değişime uğratmıştır. COVID-19 salgının tüm dünyayı etkisi altına alıp küresel bir krize dönüşmesi karşısında, başta devletler olmak üzere yerel ve uluslararası tüm aktörler krizi yönetme kapasiteleri bakımından yetersiz kalmıştır. Ulusal ve uluslararası tüm aktörler arasında çeşitli düzeylerde dayanışma ve işbirliğine ihtiyaç duyulduğu bu insani kriz sürecinde, NATO müttefikleri bir yandan kendi sınırları içinde bu hastalıkla mücadele ederken, NATO da bu dönemde kamu diplomasisi faaliyetlerini arttırmaya yönelik girişimlerde bulunmuştur. 2020’nin ilk aylarında COVID-19 virüsünün neden olduğu bu küresel salgın, dünya çapında etkili olan krizler sırasında kamu diplomasisi faaliyetlerinin rolünü ve etkinliğini incelemek için önemli bir örneği temsil etmektedir. Özellikle uluslararası askeri bir ittifak olan NATO’nun halk sağlığı tehditlerine karşı oluşturduğu stratejilerin kamu diplomasisi açısından yeterliliğini anlamak bu çalışmanın temel amacını oluşturmaktadır.NATO’nun COVID-19 pandemi sürecindeki kamu diplomasisi uygulamalarının analiz edildiği bu çalışmada, ittifakın pandemi sürecindeki kamu diplomasi faaliyetlerinin irdelenerek nasıl işlerlik kazandığının ortaya çıkarılması amaçlanmıştır. Diplomatic channels are also being used by the governments rather than relying solely on military and economic means in their interactions with other countries. Moreover, in contrast to state-based diplomacy, which involves interactions between governments, nowadays, states’ diplomatic efforts are targeted at people as well. This paper examines the concept and practice of cultural diplomacy. Cultural diplomacy is carried out by a government to support its foreign policy goals or diplomacy or both by using a wide range of cultural manifestations for a number of purposes. In line with these discussions, the paper examines aspects of the cultural diplomacy of Turkey in order to understand how cultural diplomacy has been used as an important tool by Turkey within its relations with the Middle East in recent period with its limitations.Article Dağlık Karabağ Sorunu: Ermenistan için Çözümsüz Çatışma Olmasının Nedenleri(Milli Savunma Üniversitesi, 2015) Güleç, CansuThe conflict between Armenian and Azerbaijan around Nagorno-Karabakh was violent between 1988 and 1994. Nevertheless, Nagorno-Karabakh dispute is regarded as one of the frozen conflicts, which has been witnessed for many years. In order to stop and contain the conflict, other states and international organizations advocated peaceful settlement. However, the problem went through a number of phases and has not reached a final solution despite of many years of negotiation under the auspices of the OSCE Minsk Group. In this context, the objective of this paper is to understand the main impeding factors that prevent peaceful resolution and establishment of a long-lasting peace for Armenia. As a framework to analyze the case of Armenia-Azerbaijan dispute over Nagorno-Karabakh, this paper uses the "constructivist theory", which explains national histories and identities as fluid, evolving, and formed over time, and which claims that it is mainly social relationships between agents, structures, and institutions that can lead to ethnic conflicts. Contrary to the primordialist approach, which treats ethnic groups as concrete and independent entities that exist inherently, the explanation of intractability within a constructivist framework constitutes the main difference. In view of this, government policies are also constructed according to interstate perceptions, expectations and the concepts developed towards themselves and others. As a result, rather than only including one-dimensional "ancient hatred" paradigm; "the problem of security", "image of enemy", "other countries" involvement with having interests in the region", and most importantly "internal politics" can be regarded as the contributors to intractability for Armenia.Presentation Dam Development Trajectory in the Euphrates-Tigris River Basin: Challenges and Prospects(Radio Television Suisse (RTS), 2019) Kibaroğlu, AyşegülTransboundary water relations in the Euphrates-Tigris basin have been marked with political confrontations among the riparian states, namely Turkey, Syria and Iraq, mainly due to uncoordinated construction, filling and operation of large-scale dams. Yet, technical cooperation on dam safety has been a common concern for the three riparians. But, due to the troubles that they had to endure, such as the US invasion of Iraq and the civil war in Syria, trilateral cooperation has not been possible. On bilateral level, however, government officials and water professionals from Turkey and Iraq have been spending efforts for developing projects to build joint dams on the border. Nevertheless, the Turkey–Iraq track fell short of adopting joint strategies for responding to the actions of violent non-state actors (e.g., ISIS) and could not build a basin-wide understanding for protecting dams against the effects of armed conflict. Thus, while discussions on global principles (i.e., Geneva List of Principles) for protection of water continue, new political trajectory in the basin urges the riparian states to reflect on the possible ways and means of improving protection of dams under international law during and after armed conflicts.Conference Object Dealing With the Changing Profile of Terrorism(Centre Of Excellence Defence Against Terrorism, 2017) Kibaroğlu, MustafaSignificant changes have been taking place in the profile of terrorism over the last decade. Vico düşünce tarihine önemli katkılarda bulunmuş, tarih felsefesi ve tarih bilimine yenilikler ve özgün düşünceler getirmiştir. Bu çalışma Vico’nun tarih düşüncesini ve onun düşünsel arka planını belirleyen etkenleri incelemeyi amaçlanmaktadır. Bu çerçevede, tarih felsefesinin temel problemleri bağlamında, Vico’nun bilim ve yöntem kavramlarına değinilecektir. Vico’nun doğa bilimlerinin hakim olduğu bir yüzyılda, “yeni bilimi” nasıl ortaya koymak istediğini anlamak da önem taşıyacaktır.Article Diaspora Business: the Economic Contribution of Syrian Refugees To Turkey and Their Political Role in (post-)conflict Resolution(2018) Akçalı, Emel; Görmüş, EvrimCapital flight constitutes one of the most important dimensions of the Syrian war, with a significant impact on the current course of the conflict and also the post-conflict process. Since the start of the civil war in March 2011, many business people have ceased operations and moved their assets out of Syria. Due to the simplicity of Turkish business legislation in relation to Syrians and their pre-existing business contacts with Turkey, this country has become a commercial hub for the Syrian business diaspora. The number of companies established with joint Syrian capital has multiplied almost 40-fold since 2011 and trade with Syria in border cities such as Gaziantep, Mersin and Hatay far exceeds 2010 levels (http://www.tepav.org.tr/en/yayin/s/862).
