Book Urban Hub Naples(Istanbul Technical University and Mimarlık Eğitimi Derneği (MimED), 2013) Sağlamer, Gülsün; Dursun, Pelin; Avcı, Ozan2013, İstanbul Teknik Üniversitesi ve MimED ortaklığıyla yayınlandı. Bu kitap, 2011-2012 Bahar Dönemi'nde İstanbul Teknik Üniversitesi Mimarlık Fakültesi ve Napoli Federico II Üniversitesi Mimarlık Fakültesi ortaklığında yürütülen “Urban Hub-Napoli” Diploma Projesini tanıtmaktadır. Kitapta Diploma Projesinin amacı, kapsamı ve mimari programı, Napoli gezisine ilişkin belgeler, verilen seminerlerin içeriği, jüri değerlendirmeleri ve öğrenci projeleri bir araya getiriliyor. Proje, Napoli Federico II Üniversitesi'nden 25 öğrenci, 11 İTÜ öğretim görevlisi, 2 öğretim görevlisi ve 2 genç araştırmacıyı bir araya getirdi. Proje, öğrencilere fikirlerini uluslararası platformda geliştirme ve sunma fırsatı yarattı.Article Internet Search Volume and Stock Return Volatility: the Case of Turkish Companies(IFRD, 2014) Son-Turan, SemenThis study analyzes the relationship of the volatility of stock returns and internet search volume (ISV). The dataset consists of 10 Turkish companies listed on the BIST-100 Index of Borsa Istanbul, and encompasses the period between January 2004-September 2013. The GARCH (1,1) model is applied with two alternative mean specifications. The use of the novel exogenous variable ISV as proxy for investor sentiment is complemented through the inclusion of trading volume.Results show that as the GARCH (1,1) model becomes increasingly nested, volatility persistence declines with however no case of a vanishing G(ARCH) effect.Book Part İhmali suçlar(Beta Yayınevi, 2014) Akyürek, GüçlüCeza Hukukundaki ihmali suçlar kavramı açıklanmaktadır.Conference Object Regula Iuris and Its Reflections on Lex Mercatoria(SIHDA (68th Session), 2014) Erdoğan, BaşakThe rise of lex mercatoria is a common trend in our current legal environment. The subject attracts attention of many academics from different legal systems and academic discussions have been constantly flourishing. The core of these discussions is the roots and sources of lex mercatoria. Concerning its roots, opinions diverge on whether it stems from ius gentium or from medieval merchant law. Another related issue is whether we are facing another era of lex mercatoria with the adoption of soft laws such as UNIDROIT Principles of International Commercial Contracts. As to the sources of the ‘merchant law’, debates focus on which sources lex mercatoria do possess. In general, international conventions on commercial law, commercial customs and usages, model laws, standard contracts and general principles of law are seen as part of lex mercatoria, however different views are taken on their consideration as a source of this legal system detached from national laws. Accordingly, it should not be wrong to say that lex mercatoria is still an ambiguous concept despite its popularity. Hence, opinions vary on its applicability as an ‘anational’ legal order as well: some acclaim its detachedness from national legal systems whereas others cast doubt its existence as a separate legal order. Nevertheless, we do often come across lex mercatoria as a reference to applicable law, especially in arbitral practice. This paper aims to establish a link with regula iuris and lex mercatoria. Some legal maxims are already deemed as being a source of lex mercatoria: examples include ‘pacta sunt servanda’, ‘venire contra factum proprium nemini licet’ (prohibition of inconsistent behavior), ‘culpa in contrahendo’, ‘clausula rebus sic stantibus’ etc. Accordingly, this paper evaluates the place of these maxims in lex mercatoria practice and attempts to find out whether lex mercatoria can be also seen as a new regula iuris on international level.Article Citation - WoS: 5Fuzzy Optimization for Portfolio Selection Based on Embedding Theorem in Fuzzy Normed Linear Spaces(De Gruyter, 2014) Solatikia, Farnaz; Kılıç, Erdem; Weber, Gerhard-WilhelmIn this paper, we propose a novel approach Embedding Theoremabout Menger probabilistic normed Spaces. The main idea behind ourapproach consists of taking advantage of interplays between Mengerprobabilistic normed spaces and normed spaces in a way to get anequivalent stochastic program. This helps avoiding pitfalls due to severe over simplification of the reality. The embedding theorem showsthat the set of all fuzzy numbers can be embedded into a Mengerprobabilistic Banach space. Vico’nun tarihi bir bilim olarak ele aldığı ve onun ilkelerini ortaya koyduğu Yeni Bilim bir yapıt olarak düşünce tarihinin en önemli eserlerinden biri olarak kabul edilmektedir. Vico düşünce tarihine önemli katkılarda bulunmuş, tarih felsefesi ve tarih bilimine yenilikler ve özgün düşünceler getirmiştir. Bu çalışma Vico’nun tarih düşüncesini ve onun düşünsel arka planını belirleyen etkenleri incelemeyi amaçlanmaktadır. Bu çerçevede, tarih felsefesinin temel problemleri bağlamında, Vico’nun bilim ve yöntem kavramlarına değinilecektir. Vico’nun temel eseri olan “Yeni Bilim” araştırmada ana kaynak olarak kullanılacaktır. Vico’nun doğa bilimlerinin hakim olduğu bir yüzyılda, “yeni bilimi” nasıl ortaya koymak istediğini anlamak da önem taşıyacaktır.Article Citation - WoS: 9Citation - Scopus: 12A New Triangular Composite Shell Element With Damping Capability(Elsevier, 2014) Körük, Hasan; Şanlıtürk, Kenan YüceThis paper presents a new triangular composite shell element with damping capability. Formulation of the composite triangular shell element is based on stacking individual homogeneous triangular shell ele- ments on top of each other. The homogeneous shell element is an assembly of a triangular membrane element with drilling degrees of freedoms and a plate element. Damping capability is provided by means of complex element stiffness matrix of individual flat layers of the composite element. These elements with damping capability allow modelling general structures with damping treatments. A few test cases are modelled using triangular finite element developed here and the results of the complex eigenvalue analyses are compared with those of the quadrilateral shell elements proposed recently. The results obtained using the presented triangular and previous quadrilateral composite elements are also com- pared with those based on modal strain energy method and experimental results. Comparisons of the experimental and the theoretical results confirm that the modal properties including modal damping lev- els of structures with damping treatments can be predicted with high accuracy using the proposed finite element.Book Part İnsanlık dışı davranış yasağı ve Avrupa İnsan Hakları Mahkemesi'nin "Subaşı ve Çoban Türkiye" davası kararı(Beta Yayınevi, 2014) Çınar, Ali RızaBu çalışmamızda, Avrupa İnsan Hakları Mahkemesi’nin (AİHM) 9 Temmuz 2013 tarihinde verdiği, “Subaşı ve Çoban–Türkiye” davasıyla ilgili kararı incelenmiştir. In the first phase the guardian is autharized who is inspected by a family council or the magistrate judge. On top of this hiererchy the supervisory authority, namely the trial judge is located. The person under the guardianship authority may gain the rights and owe within the consent of the guardian who is under gradual inspection of the magistrate and trial judge.Article Citation - WoS: 11Citation - Scopus: 17Quantification and Minimization of Sensor Effects on Modal Parameters of Lightweight Structures(JVE INTERNATIONAL LTD., 2014) Körük, HasanThis paper aims to quantify the adverse effects of contact type sensors on modal parameters of lightweight structures and to present a practical way for identification of modal parameters of structures with minimal sensor effects. The adverse effects of a contact type sensor on natural frequencies, damping levels and mode shapes are explored using the theoretical model of a typical beam-like sample carrying a sensor and a controlled experimental study based on measurement of frequency response functions using non-contact excitation and response sensors. The half-power and circle fit modal identification methods are used to extract modal parameter from measured data. The experimental and theoretical modal analysis results are evaluated, and a practical methodology based on classical acoustic and vibration frequency response functions is suggested to identify modal loss factors and natural frequencies of lightweight structures with minimal sensor effects.Conference Object Water Resources Management in the Asi (orontes) River Basin: Assessment of Issues and Opportunities(MEF University and the Graduate Institute of International and Development Studies, 2014) Kibaroğlu, AyşegülThe Workshop was co-organized by MEF University and the Graduate Institute of International and Development Studies based in Geneva with the support of the Swiss Agency for Development and Cooperation. Objective: To use VHA database to conduct a population-based study of patterns of myelosuppressive chemotherapy use and to assess the incidence and management of febrile neutropenia (FN) among VHA patients with lung, colorectal, or prostate cancer or non-Hodgkin lymphoma (NHL). Methods: Data were extracted for the initial myelosuppressive chemotherapy course for 27,899 patients who began treatment in the period 2006 to 2011. FN-related costs were defined as claims containing FN diagnosis. Results: Most patients were men (98.0%); most were 65 years or older (55.8%). Patients received a mean 3.4 to 3.9 chemotherapy cycles/course (median cycle duration 34-43 days). The incidence of FN among patients with lung, colorectal, or prostate cancer or NHL was 10.2%, 4.6%, 5.4%, and 17.3%, respectively. Primary or secondary prophylactic antibiotics/colony-stimulating factors were received by 21% and 12% of patients, respectively. Antibiotics were more commonly given as primary or secondary prophylaxis for patients with lung, colorectal, and prostate cancer; colony-stimulating factors were more common for patients with NHL. Among patients with FN, those with lung cancer had the highest inpatient mortality (10%); patients with NHL had the highest costs ($24,571) and the longest hospital length of stay (15.4 days). Conclusions: VHA cancer care was generally consistent with National Comprehensive Cancer Network recommendations; however, compared with the general population, chemotherapy cycles were longer, combination chemotherapy was used less, and treatment to prevent FN was used less, differences that may be attributed to the unique VHA patient population. The impact of these practices warrants further investigation.Book Part Writing as a Vocabulary Learning Tool(Brill, 2014) Bush, Jerome; Dikilitas, KenanThis study examined the impact of writing on the vocabulary acquisition of 32 universitypreparatory students in Izmir, Turkey. The students were in two separate classes of 16 each. Bothclasses learned vocabulary receptively by using direct explanations, readings that incorporatedthe target words, and post-reading exercises. In addition to this receptive work, one classproduced sentences and short compositions incorporating the target words. The students wereevaluated by using a modified version of Paribakht and Weshe’s (1997) Vocabulary KnowledgeScale and t-tests were performed.
