Article A Comparative Analysis on the Relationship Between Institutional Environment and Entrepreneurship in Emerging Economies(2018) Karadağ, HandeInstitutional environment plays an important role in the quality and nature of entrepreneurial activities and the development of entrepreneurship ecosystem. The aim of this research is to evaluate institutional factors of selected emerging markets with Global Entrepreneurship and Development Index data. Findings of the study indicate that Turkey has one of the lowest scores among other emerging markets for the institutional variable of staff training and also has comparably low scores in venture capital, business strategy, and technology transfer. Results of the study show that except South Korea, all the selected economies have scored low on the institutional variable of gross domestic expenditure on research and development as a percentage of the gross domestic product. The study is expected to make valuable contributions to the literature with its novel approach of using comparative Global Entrepreneurship and Development Index scores for analyzing the institutional environment and entrepreneurship relationship in emerging economies.Article Citation - WoS: 3Citation - Scopus: 3Assessment of the Disaster Recovery Progress Through Mathematical Modelling(TMMOB İnşaat Mühendisleri Odası, 2020) Dikmen, Seyyit Ümit; Sönmez, Murat; Akbıyıklı, RıfatNatural disasters, especially major earthquakes, cause widespread devastation in the built environment. Hence, the major component of the recovery in its aftermath constitutes a chain of projects starting at different times, having different costs and durations. In this study, the post disaster recovery curve modelled through a mathematical approach taking into account these properties of the projects. The approach followed is based on the project S-curve concept that provides the opportunity to simulate the progress by outlining the project spending. Well-known mathematical functions are adapted to model the project spending and the handover processes. Monte Carlo simulation is performed to evaluate the general behavior of the recovery curve using the model developed. Weibull distribution is used to generate the model’s parameters. Results of the Monte Carlo simulation demonstrate that the recovery process exhibits an S-shape, the duration of initial portion and the slope of the bulk portion being significantly governed by the level of preparedness of the community.Article Awareness of Misconceptions in Science and Mathematics Education: Perceptions and Experiences of Pre-Service Teachers(Ahi Evran Üniversitesi, 2017) Birgili, Bengi; Mesutoğlu, CananThis study aimed to reveal elementary science and mathematics pre-service teachers’ perceptions and experiences on misconceptions. To what extent pre-service teachers are aware of students’ misconceptions, and what they experienced about identifying and working with misconceptions were of interest for this study. Semi-structured interviews were conducted with 11 pre-service teachers from elementary science education and mathematics education programs. The results revealed that pre-service teachers had awareness on nature of misconceptions while having difficulties in providing more concise definitions of misconceptions. The misconceptions were mostly realized while giving additional examples compared to students’ explanation during teaching learning process. Another finding showed pre-service teachers believed that misconceptions might lead to academic underachievement, can have impact on other topics, can create negative symptoms of psychology, and classroom management problems. The findings were further structured into a SWOT analysis framework that can help future researchers.Article Citation - WoS: 4Citation - Scopus: 3Between a Rock and a Hard Place: How To Make Sense of Turkey’s S-400 Choice(SETA Foundation, 2020) Kibaroğlu, MustafaWith the wrap-up of the S-400 deal with Russia in December 2017, critics argue that Turkey is caught between a rock and a hard place due to the adamant opposition of its NATO allies, the United States in particular, which has threatened Ankara with imposing severe sanctions. Would this be the correct representation of the situation at hand? Does it make any sense for Turkey to engage Russia, an archrival nation, to enhance the security of the country? Is the S-400 deal worth the risk of alienating the allied nations whose projected sanctions may have wide-ranging political, economic and military repercussions? With these questions in mind, this paper will try to shed light on the specifics of the S-400 deal that make one think that it may indeed make sense for Turkey to bear the brunt of engaging Russia. In the same vein, the paper will assess the impact of the S-400 deal on Turkey’s defense industries. The paper will also present the author’s conception of the current “international political non-order” as an underlying factor behind the deal. Finally, the paper will suggest that the S-400 deal must be approached from a wider perspective so as to grasp the extent of the service it has done in bolstering Turkey’s military-industrial complex. © 2020, SETA Foundation. Bu çalışmada, literatürdeki komşu binaların birbirleri ile olan etkileşim modelleri, statik itme analizi ve doğrusal olmayan hesap yöntemleri, deprem ivme kayıtlarının bir veri tabanından alınması ve tasarım spektrumuna göre ölçeklenmesi, zaman tanım alanına göre hesap yöntemi, hareket denkleminin Newmark-b yöntemi ile sayısal çözümü ve kırılganlık eğrileri ile bina performans seviyelerinin belirlenmesi konuları incelenmiştir. Bitişik (komşu) ve birbirine benzer binaların, deprem performanslarının birbirileri ile olan etkileşimli ve deprem yönüne göre değişen bir şekilde yapı blokları olarak ele alınıp, hasar görebilirlik-kırılganlık eğrileri yönünden değerlendirilmeleri incelenmiş ve binaların ayrı ayrı analiz edildikleri duruma göre daha farklı sonuçlar verdiği tespit edilmiştir.Article Branching Out Ideas: Concept Maps Effect on Memory and L2 Writing(2018) Angelakis, Georgia MatthewThe purpose of this study was to develop a curriculum to teach visual concept mapping and improve student attitudes on writing and the quality of their examination essays. We used visual word and image connections to improve the working memory and language aptitude students and gathered a small amount of data. The study took place during the summer module of an English preparatory program and was voluntary. We developed the workshop and the methodology for students who were continuing the English preparatory program into summer school. We gave surveys and personal interviews to students and workshop instructors after the workshops to ascertain students' attitude and knowledge of the material as well as the effectiveness of the program. Research partners took notes and recordings of the workshops. End of course writing exams were referenced for quantitative data but was limited due to the workshops being voluntary. The workshops were peripheral to the course module and aimed to be as casual and accommodating to student’s heavy workload as possible while targeting specific tasks that they were responsible for in the course and final examination. Further research is needed but the limited data suggests a correlation between student’s inclusion of mind mapping techniques and their ability to complete the demands of the final exam writing rubric.Article Calling for a Reset in Turkish-American Relations in the Post-COVID International Order(SETA Foundation, 2020) Kibaroğlu, MustafaAnalysts emphasize that nothing will be the same after the pandemic and refer to the ‘new normal’ that is likely to prevail everywhere in the world. It would be a legitimate question to ask if this would provide a conducive environment for Turkey and the United States to reset their relations that have much deteriorated lately. This article will, first, highlight the contours of the ‘new normal’ narrative by referring to the views expressed by politicians, academics, analysts, journalists and intellectuals from around the world. Second, the article will assess the implications of the parameters of the ‘new normal’ for key actors in world politics, such as the United States, China, the European Union and Russia, as well as Turkey’s Middle Eastern neighbors, with respect to the issues that will be at stake in the international security environment. Finally, the article will make a call for a reset in Turkish-American relations in order for the two long-standing allies to adapt themselves better to post-COVID international politics. © 2020, SETA Foundation. These three types of memories were compared in terms of their memory characteristics such as vividness, emotionality, importance, confidence, and rehearsal frequency. A total of 319 young (18-30 years) and 112 middle-aged (40-65 years) adults completed the online survey. Results showed that earliest memories were rated either similar to or lower than later memories in their memory characteristics. More specifically, they received lower ratings than freereport memories in all memory characteristics whereas they did not significantly differ from recent memories only in importance and emotionality. In addition, free-report memories were highest in emotionality, importance and rehearsal frequency whereas recent memories were highest in vividness and confidence ratings. Compared to young adults, middle-aged adults provided higher ratings for all memory characteristics in general, and they further recalled earliest memories from an older age. Finally, the order of reporting the three types of memories (earliest memory first versus recent memory first) was examined with respect to its potential influence on memory characteristics and dating of the recalled memories. Results displayed no significant effect of the reporting order on memory characteristics. Dating of the earliest and free-report memories, however, was significantly affected by the reporting order. The mean age for earliest memories was higher when it was retrieved following the recent memory compared to the reporting order in which earliest memories are retrieved and reported first. Overall, results indicated that earliest memories are not particularly special compared to later memories (e.g.,free-report memories) in terms of their memory characteristics, and they are vulnerable to experimental manipulation such as changing the reporting order just like other types of autobiographical memories.Article Citation - WoS: 4Citation - Scopus: 6Consumer Loans' First Payment Default Detection: a Predictive Model(TUBITAK SCIENTIFIC & TECHNICAL RESEARCH COUNCIL, 2020) Sevgili, Türkan; Koç, UtkuA default loan (also called nonperforming loan) occurs when there is a failure to meet bank conditions and repayment cannot be made in accordance with the terms of the loan which has reached its maturity. In this study, we provide a predictive analysis of the consumer behavior concerning a loan’s first payment default (FPD) using a real dataset of consumer loans with approximately 600,000 records from a bank. We use logistic regression, naive Bayes, support vector machine, and random forest on oversampled and undersampled data to build eight different models to predict FPD loans. A two-class random forest using undersampling yielded more than 86% on all performance measures: accuracy, precision, recall, and F1-score. The corresponding scores are even as high as 96% for oversampling. However, when tested on the real and balanced dataset, the performance of oversampling deteriorates as generating synthetic data for an extremely imbalanced dataset harms the training procedure of the algorithms. The study also provides an understanding of the reasons for nonperforming loans and helps to manage credit risks more consciously.Article Contribution of Gravity Frames To Seismic Performance of Steel Moment Resisting Frames(2018) Zorlu, Mustafa; Şeker, Onur; Akbaş, Bülent; Shen, JayTraditionally, lateral stiffness and strength of the gravity frames in steel buildings are neglected in structural analysis. During the past earthquakes, such as Northridge, USA, 1994 and Kobe, Japan, 1995, unexpected failures were detected at beam-to-column connections of steel moment resisting frames (MRFs). In the aftermath of these earthquakes, extensive research has been carried out to reveal the causes of these failures. Based on the detailed observations, it is likely that the reserve capacity provided by the gravity frames prevented the highly damaged steel buildings from collapsing, since majority of the moment-resisting connections failed prematurely during the Northridge earthquake (1994). Even though the influence of gravity frames (GFs) on structural behavior can be substantial, little attention is paid to evaluate its impact on structural response. With this paper, the contribution of interior GFs in seismic performance of special moment resisting steel frames (SMRFs) is evaluated. For this purpose, 4- and 9-story SMRFs were designed in accordance with the requirements of Draft Turkish Seismic Code (2016). The frames are, then, subjected to incremental dynamic analysis. To evaluate the contribution of the interior GFs on the overall seismic performance of structural system, inelastic behavior of shear tab (simple) connections at beam-to-gravity-only columns were idealized as semi-rigid joints. A general purpose structural analysis software, ETABS, is utilized for the analyses. The results of the study are presented in terms of story drifts, base shear vs. roof displacement.Article Citation - WoS: 35Covid-19 Sonrası Yükseköğretim(Deomed, 2020) Erkut, ErhanHigher education is one of the most severely impacted sectors by Covid-19. Almost all schools worldwide had to stop face-to-face education and approximately 2 billions students were forced to get their education online. This pandemic demonstrated that the Turkish higher education system was not well-prepared for a crisis of this proportion, nor was it ready for effective online teaching. High-quality online education is a fact of life now, and administrators, as well as faculty members have an important task on hand. In this opinion piece, 1 offered some ideas about improving the quality of online education, and discussed other impacts of this pandemic on higher education, along with some warnings. I believe this pandemic offers an opportunity for the outdated higher education system worldwide and the universities (and countries) that adopt quickly will be the winners.Article Dağlık Karabağ Sorunu: Ermenistan için Çözümsüz Çatışma Olmasının Nedenleri(Milli Savunma Üniversitesi, 2015) Güleç, CansuThe conflict between Armenian and Azerbaijan around Nagorno-Karabakh was violent between 1988 and 1994. Nevertheless, Nagorno-Karabakh dispute is regarded as one of the frozen conflicts, which has been witnessed for many years. In order to stop and contain the conflict, other states and international organizations advocated peaceful settlement. However, the problem went through a number of phases and has not reached a final solution despite of many years of negotiation under the auspices of the OSCE Minsk Group. In this context, the objective of this paper is to understand the main impeding factors that prevent peaceful resolution and establishment of a long-lasting peace for Armenia. As a framework to analyze the case of Armenia-Azerbaijan dispute over Nagorno-Karabakh, this paper uses the "constructivist theory", which explains national histories and identities as fluid, evolving, and formed over time, and which claims that it is mainly social relationships between agents, structures, and institutions that can lead to ethnic conflicts. Contrary to the primordialist approach, which treats ethnic groups as concrete and independent entities that exist inherently, the explanation of intractability within a constructivist framework constitutes the main difference. In view of this, government policies are also constructed according to interstate perceptions, expectations and the concepts developed towards themselves and others. As a result, rather than only including one-dimensional "ancient hatred" paradigm; "the problem of security", "image of enemy", "other countries" involvement with having interests in the region", and most importantly "internal politics" can be regarded as the contributors to intractability for Armenia.Article Detecting the Effect of Voice-Over in Tv Ads Via Optic Brain Imaging (fnirs) and In-Depth Interview Methods(2016) Çakar, Tuna; Girisken, YenerVoice-overs are used extensively to increase the effectiveness of the TV ads especially in the last decade. The main purpose is to provide the brand message via a clear feature that will inevitably grab the attention of the viewers. The current study contains the neuro tests of 12 TV ads in banking and finance sectors on 168 participants in 8 groups. Optic brain imaging (fNIRS) and in-depth interviews were the methodologies utilized during the test of these TV ads. The obtained results indicate that the use of voice-over during the TV ads possibly causes the decrease in attention and emotional engagement levels of the participants.Article Heidegger's Conception of Poetic Dwelling Through Appropriation of History(Beytülhikme Felsefe Çerçevesi, 2021) Keki, BaşakThis paper explores the significance of poetic dwelling in Martin Heidegger's later thought in terms of its relevance to the essence of truth and his notion of the fourfold as world's disclosure. Heidegger emphasizes that the poetic provides us with a better understanding of our modern era, which is notable by the oblivion of Being. He regards history as a homecoming, which manifests itself when we remember that we are in a dialogue with the destining of Being. After clarifying the relationship between poetic dwelling and appropriation of history whilst referring to Friedrich Holderlin's hymn, "The Ister" ("Der Ister"), this paper argues that according to Heidegger, the precondition of participating in history is learning to listen and respond to the address of Being; which is only possible via the poetic which enables us to feel home and genuinely dwell on this earth.Article Investigating the Appropriateness of a Course Evaluation Model: Preservice Teachers Flipped Learning Experience(Anı Yayıncılık, 2025) Birgili, Bengi; Aydın, Utkun; Kurban, Caroline FellParlett and Hamilton’s (1972) Illuminative Evaluation Model (IEM) was adopted to research course evaluation in flipped learning environments. An integrated data set, including teaching videos, interviews from 17 preservice teachers, and course materials, was collected and analyzed in an educational sciences course. Both quantitative and qualitative data showed that this model, within its learning milieu and instructional systems aspects, had the potential to be a suitable method for instructors to evaluate the quality of their flipped courses. These relationships between the learning milieu and instructional systems provide evidence of the complexity of evaluation. This study demonstrates how the IEM helps uncover the design of a flipped educational sciences course and offers a suitable model for flipped course evaluation. Finally, the implications of this study for general instructional design are discussed.Article Mention Detection in Turkish Coreference Resolution(Tubitak Scientific & Technological Research Council Turkey, 2024) Demir, Seniz; Akdag, Hanifi IbrahimA crucial step in understanding natural language is detecting mentions that refer to real-world entities in a text and correctly identifying their boundaries. Mention detection is commonly considered a preprocessing step in coreference resolution which is shown to be helpful in several language processing applications such as machine translation and text summarization. Despite recent efforts on Turkish coreference resolution, no standalone neural solution to mention detection has been proposed yet. In this article, we present two models designed for detecting Turkish mentions by using feed-forward neural networks. Both models extract all spans up to a fixed length from input text as candidates and classify them as mentions or not mentions. The models differ in terms of how candidate text spans are represented. The first model represents a span by focusing on its first and last words, whereas the representation also covers the preceding and proceeding words of a span in the second model. Mention span representations are formed by using contextual embeddings, part-of-speech embeddings, and named-entity embeddings of words in interest where contextual embeddings are obtained from pretrained Turkish language models. In our evaluation studies, we not only assess the impact of mention representation strategies on system performance but also demonstrate the usability of different pretrained language models in resolution task. We argue that our work provides useful insights to the existing literature and the first step in understanding the effectiveness of neural architectures in Turkish mention detection.Article Pazarlama Biliminde Duygu ve Duygu Durumu Kavramları İçin Baz Alınmış Teoriler(Tübitak Dergi Park, Özel Akademi, 2019) Tosun, Petek; Sezgin, Selime; Uray, NimetEmotions, which are integral parts of everyday life and human beings, have been studied in various contexts within marketing science. The aim of this article is to conceptually examine the studies that have been focused on cognitive processes, purchasing behavior, product and service evaluation, and brand-consumer relationship, and explain the general contexts that include mood and emotion concepts by summarizing the theories about emotions in marketing science. Twelve theories including the Affect-as-Information Model, Affect Infusion Model, Heuristic and Systematic Processing, and Congruence Theories have been explained as the emotional mechanisms that affect consumers' cognitive processes and behaviors. This study, which classifies and summarizes the theories that are used as a theoretical base in marketing, is the first study in this field and aimsto create a source for the conceptual frameworks of future researches. In this stu dy where the theories based on mood and emotions in marketing are explained and classified, the implications for marketing managers are also included. The ultimate aim isto offer a remedy for the conspicuous global shortage ofalternative finance sources and various forms of aid to highereducation students in the short-term, and, through enablingequitable and egalitarian access to quality higher education,transforming society and enhancing economic development in thelonger-term. The model rests upon a six-dimensional frameworkand its infrastructure is facilitated by a newly emerged form ofdigitally enhanced financing, “crowdfunding”. The researchmethod involves content analysis and data triangulation forvalidation purposes to determine the sub-themes surrounding thehigher education problem in Turkey. The theme-driven keywordsare searched for on Turkey’s first original social network, EksiSozluk, to uncover trends and biases towards student loans, debtrepayment and associated concepts. Subsequently, the samekeywords are utilized in a Google Trends search volume analysis,and are finally validated by a focus group discussion. Thetheoretical framework to explain students’ attitudes towardsborrowing and loan repayment and the motivation behind alumniand charitable giving, rests mainly on behavioral economics. TheA-CDSF Model uniquely addresses the higher education financeproblem in Turkey and offers an easily implementable originalsolution for institutions and policy makers.Article Citation - WoS: 2Citation - Scopus: 2Stancetaking in Spoken Elf Discourse in Academic Settings: Interpersonal Functions of I Don’t Know as a Face-Maintaining Strategy(Hacettepe University, 2021) Çiftçi, Hatime; Akbaş, ErdemOur study examines interpersonal functions enacted through a stance marker in spoken ELF academic discourse. We specifically focus on investigating the functions of I don’t know in an academic speech event by embracing an interpersonal pragmatics and sociolinguistics perspective to figure out how it contributes to the act of stancetaking as an intersubjective activity. We have examined 14 interactions of doctoral defense discussions from the ELFA corpus. Our detailed discourse analysis of these doctoral defense discussions has revealed five distinctive interpersonal functions of the stance marker I don’t know allowing speakers to construct their stance and adopt a face-maintaining strategy in the ongoing spoken discourse: prefacing a suggestion, seeking acceptance, hedging/mitigating, checking agreement, and expressing uncertainty. Considering the highly-context dependent and context-regenerated functions of I don’t know, our study attempts to delve into the relational and interpersonal aspect of communication, and thus contributes to research in this strand by disclosing the interpersonal functions of stancetaking as an intersubjective activity with a particular focus on ELF academic discourse.Article Stokastik Süreler İçeren Kapasite Kısıtlı Parti Büyüklüğü Belirleme Problemi(EJOSAT - DergiPark, 2019) Taş, DuyguBu makalede üretim ve kurulum süreleri stokastik olan kapasite kısıtlı çok ürünlü dinamik parti büyüklüğü belirleme problemi ele alınmıştır. Bu problemde tüm sürelerin stokastik olduğu durum göz önünde bulundurularak hem verimli hem de güvenilir üretim planları elde edilmektedir. Ele alınan problemin amacı klasik üretim maliyetleri ve ek mesai maliyetlerinden oluşan toplam maliyeti en küçüklemektir. Klasik maliyetler, üretim, kurulum ve envanter tutmaktan kaynaklanmaktadır. Ek mesai maliyetleri ise makinenin zaman kapasitesini aşacak şekilde kullanılmasından dolayı ortaya çıkmaktadır. Öncelikle, belirli bir üretim ve kurulum planı için beklenen ek mesai süresini kesin olarak hesaplayan bir prosedür önerilmiştir. Problemi etkin bir şekilde çözmek için tabu algoritmasına dayanan bir çözüm yaklaşımı geliştirilmiştir. Bu yaklaşım üç aşamadan oluşmaktadır: Başlangıç, iyileştirme ve planlama. Algoritmanın ilk aşamasında olurlu planlar üreten bir başlangıç metodu önerilmiştir. Bulunan planlar makalede önerilen tabu arama metoduyla iyileştirilmektedir. Planlama aşamasında, yerel arama metodunun bulduğu çözümleri iyileştirmek için bir doğrusal programlama modeli geliştirilmiştir. Çözüm yöntemimizin performansı literatürde yayınlanmış alt sınırlar kullanılarak onaylanmıştır. Ayrıca, sonuçlar tabu arama yöntemimizin makul sürelerde çok iyi çözümler elde ederek iyi performans sergilediğini göstermektedir.
