Presentation Dam Development Trajectory in the Euphrates-Tigris River Basin: Challenges and Prospects(Radio Television Suisse (RTS), 2019) Kibaroğlu, AyşegülTransboundary water relations in the Euphrates-Tigris basin have been marked with political confrontations among the riparian states, namely Turkey, Syria and Iraq, mainly due to uncoordinated construction, filling and operation of large-scale dams. Yet, technical cooperation on dam safety has been a common concern for the three riparians. But, due to the troubles that they had to endure, such as the US invasion of Iraq and the civil war in Syria, trilateral cooperation has not been possible. On bilateral level, however, government officials and water professionals from Turkey and Iraq have been spending efforts for developing projects to build joint dams on the border. Nevertheless, the Turkey–Iraq track fell short of adopting joint strategies for responding to the actions of violent non-state actors (e.g., ISIS) and could not build a basin-wide understanding for protecting dams against the effects of armed conflict. Thus, while discussions on global principles (i.e., Geneva List of Principles) for protection of water continue, new political trajectory in the basin urges the riparian states to reflect on the possible ways and means of improving protection of dams under international law during and after armed conflicts.Review Democracy, Identity, and Foreign Policy in Turkey: Hegemony Through Transformation(Routledge, 2015) Saatçioğlu, Bekenbook was more comparative, or merely that the title of the book was more indicative of the book’s British focus; thus the book would be more self-explanatory. Unfortunately, I must argue the opposite. Why? First and foremost, large numbers of people around the world believe that dropping the atomic bombs—regardless of how catastrophic the consequences were for the people of Hiroshima and Nagasaki—saved lives, perhaps millions of them, by bringing World War II to a prompt conclusion. But history doesn't substantiate this point of view. Japan had already lost much ground in the Asia-Pacific region. Europe's fascist regimes had fallen; the war had ended in Europe, North Africa, and the Middle East; and Japan was left to fight its enemies alone. Under such circumstances the Japanese Empire couldn't have prolonged the war much longer in any case.Review On Turkey's Missile Defense Strategy: the Four Faces of the S-400 Deal Between Turkey and Russia(Republic of Turkish Ministry of Foreign Affairs, 2019) Kibaroğlu, MustafaThe S-400 deal signed between Turkey and Russia has sparked an intense debate in the international arena, where harsh criticisms have been leveled against Turkey, extending from whether Turkey needs to spend billions of dollars to buy an air defense system whose effectiveness has not yet been entirely proven across a spectrum of air-borne threats, to how Turkey's longstanding alliance relationship with the US and its status in NATO as a prominent Ally might be severely damaged due to the country's increasing degree of rapprochement with Russia. Hence, this paper will, first of all, explain the reasons behind Turkey's desire to build an elaborate air defense structure, and discuss how and why its successive attempts to reach this objective in collaboration with the allied countries have failed. Second, the paper will highlight the major arguments behind the severe criticisms in the West concerning Turkey's negotiations, first with a Chinese firm, and then with a Russian firm, and how this entire process has become a serious bone of contention between Turkey and the US, carrying a risk of a spill over into NATO. Third, the paper will discuss why and how the severe sanctions threatened to be imposed on Turkish defense industries by the Trump administration will indeed damage the security and the defensive capability not only of Turkey, but also the United States. Fourth, the paper will elaborate on how the intense debate on the S-400 deal with Russia has become a politically motivating factor for young Turks to join the defense industries sector, and for the government to further support and sponsor domestic research and development projects in this field. Occasionally we also refer to the Colorado River because it is managed together with the Rio Grande/Bravo by the same international agency, the International Border and Water Commission (IBWC).
