Book Part Citation - Scopus: 1The Evolution of Water Diplomacy Frameworks: The Euphrates-Tigris Basin as a Case Study(Springer, 2024) Kibaroğlu, AyşegülWater diplomacy encompasses the processes and institutions through which the national interests and identities of sovereign states are represented to one another. It is enshrined in international law, which states use to explain and justify their policies to concerned actors in the international system. States mostly prefer traditional tools of water diplomacy such as negotiation and mediation to resolve disputes in transboundary river basins. This chapter explores water diplomacy along with its main principles and actors. On the one hand, the state has been the main actor in shaping transboundary water policies and conducting water diplomacy throughout the last few decades of water disputes. On the other hand, international organizations, international financial agencies, non-governmental organizations, and science-policy (Track II) initiatives also participate in water diplomacy. A brief discussion of emerging water diplomacy approaches is followed by a case study on the evolution of water diplomacy frameworks in the Euphrates-Tigris river basin.Review Democracy, Identity, and Foreign Policy in Turkey: Hegemony Through Transformation(Routledge, 2015) Saatçioğlu, Bekenbook was more comparative, or merely that the title of the book was more indicative of the book’s British focus; thus the book would be more self-explanatory. The analysis suggests the limits of conventional Europeanisation accounts emphasising causal factors such as European Union (EU) conditionality and the ‘lock-in effects’ of liberal reforms due to the benefits of EU accession. The article argues that the Justice and Development Party’s (AKP’s) bid for political hegemony resulted in the reversal of rule of law reforms. De-Europeanisation is discussed in terms of both legislative changes and the government’s observed discourse shift.Conference Object Empowering Autocrats: The EU’s Migration Partnerships with Turkey, Tunisia, and Egypt(2025) Saatçioğlu, Beken; Gümüşçü, ŞebnemThis paper studies the EU’s partnerships with Turkey, Tunisia, and Egypt to control illegal migration to Europe. The 2016 EU-Turkey refugee deal, the 2023 EU-Tunisia Memorandum of Understanding, and the 2024 EU-Egypt Strategic and Comprehensive Partnership exhibit the EU’s policy of externalization of migration to countries of origin and transit in the EU’s neighborhood. The analysis assesses the repercussions of this externalization on the EU’s liberal democratic actorness on the world stage and the deepening autocratization in the Middle East and Turkey. Two preliminary findings are presented. First, the EU prefers transactionalism in the conduct of its foreign policy with the three countries. This is evident in the unconditional nature of these migration agreements and the sidestepping of the European Parliament as a critical actor in the process. Second, this transactionalism supports ongoing autocratization in all three countries by lifting external accountability and providing much-needed resources for these regimes: These autocratic regimes not only find greater leeway to contest the EU’s liberal democratic values (practically and discursively) but also resort to strategies of “refugee rentierism” in disregard for international refugee law. Otobiyografik bellek çalışmalarında genellikle katılımcılar hatırladıkları anıları önem, duygu yükü ve yoğunluğu gibi çeşitli olay özellikleri açısından değerlendirirler. Bu değerlendirmeler bazı çalışmalarda hem hatırlama anına yönelik hem de olayın yaşandığı zamana yönelik olabilir (Ece & Gülgöz, 2014). Bu çalışmada zamanın otobiyografik anıların olay özellikleri üzerinde tutarlı bir etkisi olup olmadığı incelenmiştir. Bu amaçla farklı örneklem grupları, farklı olay türleri ve farklı anı toplama yöntemleri olan üç farklı çalışmamız zamanın olay özellikleri üzerindeki etkisi açısından karşılaştırılmıştır. Örneklem gruplarımız 64 yaşlı yetişkin (31 erkek, Ort =60.59, SS=6.72), 160 genç yetişkin (77 erkek, Ort =20.28, SS=2.81) ve 67 dansçıdan (28 erkek, Ort = 27.16, SS = 4.48) oluşmaktadır. Bu üç örneklemin karşılaştırılmasını mümkün kılan ortak nokta hepsinin anlattıkları otobiyografik anılar için hem geriye dönük hem de hatırlama anına dair olay özellikleri değerlendirmeleri yapmış olmalarıdır. Analizler tüm bu farklı yaş, olay tipi ve yöntemi olan örneklemlerin zamanın olay üzerindeki etkisi açısından ortak ve tutarlı bir kalıp göstermiştir. Otobiyografik anılar hangi yaş grubu tarafından, hangi yöntemle hatırlanırsa hatırlansın zamanla önem ve duygusal yoğunlukları anlamlı şekilde azalmaktadır. Duygusal yük açısından ise bu kadar tutarlı sonuçlar bulunmamıştır. Yaşlı yetişkinler kendileri için önemli olan anılarını anlattıklarında bu anılar zamanla daha olumlu değerlendirilirken genç yetişkinlerde duygusal yük üzerinde bu tarz bir zaman etkisi saptanmamıştır. Son olarak dansçıların yarışma ve gösteri anıları zamanla daha olumsuz olarak değerlendirilmiştir. Bunun sebebi zaman içerisinde başka yarışmalara ve gösterilere katıldıkları için eski anıları zamanla duygusal acısan zayıflaması olarak açıklanmıştır. Özetle, zamanın otobiyografik anıların olay özellikleri üzerindeki etkisi incelendiğinde önem ve duygusal yoğunluğun her yaş grubunda, her olay tipi için ve her anı toplama yöntemi için tutarlı ve anlamlı bir şekilde düşüş gösterdiği; duygusal yükün ise farklı örneklem, yöntem ve olaylar için değişkenlik gösterdiği saptanmıştır.Book Part EU-Turkey Relations: Towards a Transactional Future amid Conflictual Cooperation(Nomos, 2021) Saatçioğlu, BekenThis chapter first summarises and synthesises the findings of the chapters in order to advance an overall scenario for the future of EU-Turkey relations, which is “conflictual cooperation”. This question has not been systematically studied. Using two new datasets, we find that when group size and status are analyzed at national levels smaller groups are generally worse off than larger groups. By contrast, when group size and status are analyzed at subnational (regional or district) levels, smaller groups are better off than larger groups. National minorities are disadvantaged while local minorities are advantaged.We theorize that two factors are at work in generating this surprisingly consistent relationship. First, a synergy exists at national levels among three features of ethnic groups: size, power, and status. The second factor is based on social dynamics. Specifically, insofar as internal migration is characterized by positive selection, then migrants and their descendants should form the basis of small, privileged groups within the region that they migrate to. Engineered dams and distribution networks brought large benefits to farmers and cities, but now the water systems face multiple challenges, above all climate change, reservoir siltation, and decreased water flows. As a form of “speech, argument, statement, communication, debate, conversation, written or verbal explanation, expression type and style”, discourse is defined terminologically in various ways. In general framework, it is defined as “the use of language in speech and writing in order to produce meaning”. Discourse is widely used in various research on social sciences, and many additional subjects examined today include discourse analysis as a method in IR discipline. Post-structuralism has entered the discipline of IR in the 1980s through concerning the state’s historical and conceptual production, and its political formation, economic constitution, and social exclusions. As a theory that examines the relations among human beings, the world, creation and reconstruction of the meaning, post-structural practices have been used to examine how the subject of IR is constituted in and through the discourses and text of world politics. In that respect, political discourse is based on specific problem and subjectivity structures, but these problems and subjectivities are formed through discourses. In this context, discourse-based ontology and epistemology in post-structuralist approaches also stand out in the relationship between power and knowledge. Therefore, knowledge becomes crucial for the establishment of the authority. This has revived interest in the EU's role and capacity for promoting liberal democratic governance, as the principal international institution with claims to liberal democratic rule transfer. This chapter investigates how consistently the EU has used its principal policy instrument to tackle illiberalism, namely, membership conditionality. It focuses on EU-Turkey relations within the context of the 2015/2016 Syrian refugee crisis as a test case for the EU's ability and willingness to execute conditionality in times of crisis. Two arguments are made. First, as the EU externalised the crisis to Turkey, consistency of conditionality was compromised by European geostrategic interests that trumped the pursuit of democratic values vis-a-vis Turkey. Second, the strategic EU-Turkey partnership that ensued served to deepen Turkey's move away from the EU's democratic norms that lie at the heart of political conditionality. The discourses we use to understand and influence each other are used in interdisciplinary approaches in social sciences. Discourse, which is used in the meanings such as “rhetoric, speech, thesis, point of view, doctrine, argument, opinion, philosophy, type of expression, style of expression, style, pronunciation, individual language, conceptual system, sum of signs” is defined in various ways terminologically. Disciplines such as linguistics, philosophy of language, anthropology, ethnology, sociology, psychology, and political science have presented different explanations and methods about discourse. Discourse, in general terms, is interpreted as representational practices in which meanings are produced. In this sense, the idea that knowledge is separate from the social sphere is rejected, and knowledge is accepted as the founding element of reality. In fact, there are various definitions of discourse that differ from eachother.As a research method, discourse analysis, which refers the meanings formed through speeches and texts, is applied in different disciplines for extensive examination. In discourse analysis, the discourses to be explored can be written texts or they can be accepted as verbal conversations. These discourses, which might be both written and verbal, should possibly be examined in their original forms. Furthermore, in discourse analysis, the place and time of the discourse, the communication between the parties of the discourse, social roles, relevant social information, norms and values, institutional structures and organizational processes are also important. As a matter of fact, individuals who use the language are always in contact with eachother in their communication activities they establish as a part of groups, institutions, or cultures. In discourse analysis, which is most frequently used as a post-structural method in the discipline of International Relations, social reality is not considered independent of language and is created only through representative practices in language. Thus, in post-structural analysis, it is believed that the construction of different social realities is possible only through interpretation. The discourse that takes place in a certain political context and political culture often raises questions about a nation’s own identity within the discipline of International Relations.
