Article 2019 Yılında Türk Dış Politikasının Manevra Alanı Genişleyebilir(BİLGESAM, 2019) Kibaroğlu, MustafaBu yazımızda, Türkiye’nin ABD, Rusya, AB ve İran ile olan ilişkilerinde hassas bir denge yakalaması yoluyla, dış politika ve güvenlik konularında kendini daha avantajlı bir konuma getirmesine katkı yapabilecek siyasi, iktisadi ve askeri unsurları ele alacağız.Article 21. Yüzyıldaki Uluslararası İlişkilerde Dini İnşacılık ve İslam’ın Barışçı Hakikati(2024) Alkanalka, MehmetUluslararası ilişkilerde askeri gücün kullanılması ve askeri gücü kullanırken kullanılan meşruiyet gerekçeleri arasında siyasi, ekonomik, güvenlik gerekçelerinin yanında dinin de etkisi olmuştur. Bu makalede 9/11 terör saldırısı başta olmak üzere El Kaide adlı devlet dışı aktörün istismar ettiği kutsal savaş kavramının dini bir inşa olup olmadığı, İslam dini kapsamında bu inşanın ne kadar geçerlilik taşıdığı ve ABD’nin bu mücadeleyi hangi dini söylemlerle karşıladığı literatür taraması yöntemi ile analiz edilmektedir. Ayrıca, İslamiyet’in savaş ve cihat yaklaşımı da Kuran’da yer alan bazı ayetler ile ortaya konulmaktadır. Savaş hakkındaki Kuran’daki ilgili ayetler incelendiğinde öncelikle barışın en ideal durum olduğu, savaşmak isteyen gruplar olduğunda öncelikle arabuluculuk yapılması, savaş ve terörizm ateşinin söndürülmesi önemli buyruk ve tavsiyeler arasında yer almaktadır. Bu çalışmada 9/11 terör saldırısı sonucu ABD ve Avrupa’da oluşan suni İslam karşıtlığının ne kadar büyük bir haksızlık yarattığının ortaya konularak çatışmaların çözülmesi ve evrensel barışa katkı sağlanması amaçlanmıştır.Article Alliance İsraelite Universelle: Osmanli Yahudilerinin Dönüşümünde Bir İtici Güç(Pamukkale Üniversitesi, 2020) Görmüş, EvrimYahudiler farklı coğrafyalarda yaşasalar da 18. yüzyıla kadar dinsel geleneklere dayanan benzer bir yaşam sürmüşlerdir. Fakat bu benzerlik Aydınlanma ve Fransız Devrimi ile gelen hukuki ve siyasi özgürleşme, sanayi kapitalizmi, haskala gibi gelişmelerile birlikte değişime uğramış, bu sürecin sonunda Batı Avrupa ve Doğu Yahudileri arasında önemli farklılıklar oluşmuştur. Batı Yahudilerinin doğuda yaşayan Yahudilerin kötü hayat şartlarından ticaret, basın gibi yollarla haberdar olmaya başlamaları ile ‘Doğu Yahudiliği Sorunu’ tartışılır hale gelmiştir. Alliance Israélite Universelle yozlaşmış’ ve ‘geri kalmış’ olarak nitelendirilen Orta Doğu ve Kuzey Afrika Yahudilerinin hukuksal ve toplumsal özgürlüklerine kavuşmalarını sağlamak amacıyla 1860yılında Fransız Yahudileri tarafından kurulmuştur. Doğu Yahudilerini ‘yenileştirme’ hedefinin kurumsal-örgütsel yapısını kuran Alliance Israélite Universelle için eğitim, yenileştirme unsurunun ana öğesi olmuştur. Bu makale örgütün özellikle Osmanlı İmparatorluğu’nda açmış olduğu Alliance okullarının Osmanlı Yahudi cemaatinin dönüşümündeki etkisini, cemaatin batılılaşması ve sekülerleşmesi kapsamında incelemeyi amaçlamaktadır.Article Citation - WoS: 2Citation - Scopus: 2Between a Rock and a Hard Place: How To Make Sense of Turkey’s S-400 Choice(SETA Foundation, 2020) Kibaroğlu, MustafaWith the wrap-up of the S-400 deal with Russia in December 2017, critics argue that Turkey is caught between a rock and a hard place due to the adamant opposition of its NATO allies, the United States in particular, which has threatened Ankara with imposing severe sanctions. Would this be the correct representation of the situation at hand? Does it make any sense for Turkey to engage Russia, an archrival nation, to enhance the security of the country? Is the S-400 deal worth the risk of alienating the allied nations whose projected sanctions may have wide-ranging political, economic and military repercussions? With these questions in mind, this paper will try to shed light on the specifics of the S-400 deal that make one think that it may indeed make sense for Turkey to bear the brunt of engaging Russia. In the same vein, the paper will assess the impact of the S-400 deal on Turkey’s defense industries. The paper will also present the author’s conception of the current “international political non-order” as an underlying factor behind the deal. Finally, the paper will suggest that the S-400 deal must be approached from a wider perspective so as to grasp the extent of the service it has done in bolstering Turkey’s military-industrial complex. © 2020, SETA Foundation. All rights reserved.Article Calling for a Reset in Turkish-American Relations in the Post-COVID International Order(SETA Foundation, 2020) Kibaroğlu, MustafaAnalysts emphasize that nothing will be the same after the pandemic and refer to the ‘new normal’ that is likely to prevail everywhere in the world. It would be a legitimate question to ask if this would provide a conducive environment for Turkey and the United States to reset their relations that have much deteriorated lately. This article will, first, highlight the contours of the ‘new normal’ narrative by referring to the views expressed by politicians, academics, analysts, journalists and intellectuals from around the world. Second, the article will assess the implications of the parameters of the ‘new normal’ for key actors in world politics, such as the United States, China, the European Union and Russia, as well as Turkey’s Middle Eastern neighbors, with respect to the issues that will be at stake in the international security environment. Finally, the article will make a call for a reset in Turkish-American relations in order for the two long-standing allies to adapt themselves better to post-COVID international politics. © 2020, SETA Foundation. All rights reserved.Article Dağlık Karabağ Sorunu: Ermenistan için Çözümsüz Çatışma Olmasının Nedenleri(Milli Savunma Üniversitesi, 2015) Güleç, CansuThe conflict between Armenian and Azerbaijan around Nagorno-Karabakh was violent between 1988 and 1994. Nevertheless, Nagorno-Karabakh dispute is regarded as one of the frozen conflicts, which has been witnessed for many years. In order to stop and contain the conflict, other states and international organizations advocated peaceful settlement. However, the problem went through a number of phases and has not reached a final solution despite of many years of negotiation under the auspices of the OSCE Minsk Group. In this context, the objective of this paper is to understand the main impeding factors that prevent peaceful resolution and establishment of a long-lasting peace for Armenia. As a framework to analyze the case of Armenia-Azerbaijan dispute over Nagorno-Karabakh, this paper uses the "constructivist theory", which explains national histories and identities as fluid, evolving, and formed over time, and which claims that it is mainly social relationships between agents, structures, and institutions that can lead to ethnic conflicts. Contrary to the primordialist approach, which treats ethnic groups as concrete and independent entities that exist inherently, the explanation of intractability within a constructivist framework constitutes the main difference. In view of this, government policies are also constructed according to interstate perceptions, expectations and the concepts developed towards themselves and others. As a result, rather than only including one-dimensional "ancient hatred" paradigm; "the problem of security", "image of enemy", "other countries" involvement with having interests in the region", and most importantly "internal politics" can be regarded as the contributors to intractability for Armenia.Article Gerilen Türk-rus İlişkileri Bağlamında Nato’nun Rolü ve Etkisi Ne Olabilir?(2016) Kibaroğlu, MustafaTürk - Rus İlişkileriArticle Heidegger's Conception of Poetic Dwelling Through Appropriation of History(Beytülhikme Felsefe Çerçevesi, 2021) Keki, BaşakThis paper explores the significance of poetic dwelling in Martin Heidegger's later thought in terms of its relevance to the essence of truth and his notion of the fourfold as world's disclosure. Heidegger emphasizes that the poetic provides us with a better understanding of our modern era, which is notable by the oblivion of Being. He regards history as a homecoming, which manifests itself when we remember that we are in a dialogue with the destining of Being. After clarifying the relationship between poetic dwelling and appropriation of history whilst referring to Friedrich Holderlin's hymn, "The Ister" ("Der Ister"), this paper argues that according to Heidegger, the precondition of participating in history is learning to listen and respond to the address of Being; which is only possible via the poetic which enables us to feel home and genuinely dwell on this earth.Article İklim Güvenliği Kavramının Türkiye İklim Politikasındaki Yeri(Alternatif Politika, 2017) Gönenç, Defne; Kibaroğlu, AyşegülThis article elaborates on the concept of climate security as a subfield of environmental security research agenda, and investigatesthe place of climate security concept in Turkey’s climate policies.First, the evolution of the environmental security concept in theliterature is elaborated. Subsequently, climate security discourse,as a sub-field of environmental security, is examined. The conceptof climate security is explained with examples from the UnitedNations’, United States’ and European Union’s official statementsand discourses. Lastly, the place of climate security discourse inTurkey’s climate policies is investigated. By using qualitativecontent analysis method, the use of climate security discourse inthe official documents of the Ministry of Environment and UrbanPlanning of Turkey, Turkey’s official speeches in the SecurityCouncil, and two significant newspapers in the country areanalyzed.Article Jasper Johns' Flag: Beyond Realism and Abstraction(Dokuz Eylül Üniversitesi, 2020) Keki, BaşakJasper Johns is one of the most provocative American artists of the twentieth century who has shaped the perception of art and has influenced generations of artists. This paper examines one of his most important works, Flag (1955), regarding it as a work defying easy categorizations as either a realist or an abstract work. Without being identified as either kind, it nevertheless displays certain traits of both. As for its suggestion of realism, the work comes up as a response to its political, cultural and artistic context, challenging Cold War aesthetics; albeit in a mocking manner. Its ridicule is evident in its allusion to the concept of ideology via its ‘kitschy’ subject matter whilst its delicately painted surface exhibits brushstrokes reminiscent of abstract expressionism. Yet the work also confronts presumptions of abstract expressionists by drawing attention to their implicit conventionalism despite their claims for authenticity and uniqueness. It will be argued that by calling the notion of identity in question, the work suspends and surpasses neat categories and sparks even further controversy by hinting at postmodern art and evoking ready-mades simultaneously.Article Nato and Public Diplomacy: Opportunities and Constraints of 21st Century(SAM, 2021) Güleç, CansuThe main objective of this paper is to explain and interpret the evolution of NATO’s public diplomacy efforts in terms of the opportunities and limi- tations of today’s globalized environment. Public diplomacy refers to the efforts of states and non-state actors to better explain their values to the world. It concentrates particularly on “soft power” tools, such as science, art, culture, sports and media that enable interaction between societies. Because NATO is widely associated with security and defense issues, it is important to understand how it responds to the developments of today’s diplomatic trends with its own public diplomacy and communication ac- tivities. As technology continues to change and evolve, NATO’s commu- nication strategies have faced new types of networks and platforms. Now celebrating its 72nd anniversary, the Alliance seeks to embrace and imple- ment a contemporary communication policy with new mechanisms. Within this framework, this paper will provide a definition of the concept of public diplomacy, and explore the historical evolution of NATO’s public diploma- cy agenda. The paper also aims to shed light on how these developments may affect the future of Türkiye-NATO relations. While Türkiye remains a critical NATO member due to its strategic geography and military capabilities, domestic skepticism towards the Alliance has grown in response to unresolved disputes and perceived double standards. Bu çalışma, Johns’un eserlerini bu denli kışkırtıcı kılan özelliğin görsel alemin kendi içinde saf bir alan olmaktan ziyade sürekli olarak sözel dil ve diğer duyuların etkisine maruziyetinin vurgulanması olduğunu iddia eder.Article Citation - WoS: 4Citation - Scopus: 6Turkey's Green Imagination: the Spatiality of the Low-Carbon Energy Transition Within the Eu Green Deal(Uluslararasi Iliskiler Konseyi Dernegi, 2023) Akçalı, Emel; Özel, Soli; Görmüş, EvrimThis article asks the extent to which the EU Green Deal influences the EU periphery today and builds on the spatial conditions of multiple, co-existing decarbonization pathways within the EU Green Deal while problematizing the 'green imagination' of Turkey as an immediate neighbour and a candidate country for membership in the EU. As such, it uncovers that the current low-carbon transition process in Turkey is prone to be shaped by the highly politicized energy market in an authoritarian neoliberal structure on the one hand, and Turkey's priorities in energy issues and hard security on the other. The findings further reveal that Turkey's efforts to use more domestic energy resources to meet its consumption needs might also interfere with its efforts and obligations to decarbonize its energy sector. The scrutiny into the low-carbon energy transition in Turkey accordingl contributes further insight into the consequences of the spatiality of such transitions in an authoritarian neoliberal context, and what other alternative policies can be imagined and put in practice. Thus, more empirical research is warranted to reveal the spatiality of the low-carbon energy transition across various geographical settings. At the same time, the article argues that both the EU and its partners such as Turkey should be weary of creating green utopias when redesigning their green-energy space since utopias tout court may not always stimulate large-scale change in a revolutionary way in terms of sustainability, feasibility, good practice, and inclusiveness in decision-making processes.Article Citation - WoS: 2Turkiye's Water Security Policy: Energy, Agriculture, and Transboundary Issues(2022) Kibaroğlu, AyşegülWater security refers to the availability of adequate quantities and qualities of water for societal needs and resilient ecosystems in the context of current conditions and future global change. Achieving water security is directly linked to food and energy security, protecting and preserving eco systems, and addressing key vulnerabilities and risks from climate change. Good water governance –including transboundary cooperation– is a crit ical feature of any effort to achieve water security. Yet the concept of water security remains abstract and broad. In an attempt to make the concept of water security-relevant in practice, this paper delineates Türkiye’s water se curity policy and practices through institutional and cross-sectoral (energy and food) analysis. Specific attention is paid to Türkiye’s transboundary water security policies.Article Ukrayna'da Nükleer Silah Kullanımı Hayaleti: Nükleer Savaş Riskinin Nüansları(2024) Çağlar, BarışRusya güvenlik politikasının özünü, hem savaşta hem barış zamanlarında, konvansiyonel ve konvansiyonel olmayan tehditlerin ve silah sistemlerinin bir arada kullanılması oluşturmaktadır. Özellikle nükleer savaş tehdidini sıklıkla savurarak, çatışmanın tırmandırılması sürecinde baskın olmaya çalışmaktadır. Barış zamanında bu şekilde elde ettiği stratejik girişim üstünlüğünü, çatışma ve krizlerin tüm aşamalarında korumaya çalışarak, düşmanlarını kendi kontrolü altında hareket etmeye zorlamaktadır. Diğer bir deyişle nükleer savaş korkusunu manipüle ederek, diğer devletlerin savaş alanına doğrudan müdahalesini engellemeye ve askeri yardımın stratejik hale gelmesini sınırlamaya çalışmaktadır. Rus askeri zihniyetinin kilit noktası budur. Etkisi psikolojiktir ve Ukrayna’da bugüne kadar kısmen başarılı olmuştur. Makalenin önemi ve yansımaları, irdelenen husus ve uyarıların sadece Ukrayna’da değil, olası Tayvan’a dair bir krizdeki gibi nükleer güçlerin dahil olacağı ilerideki çatışmalarda da muhtemel olmasında yatmaktadır. Metodolojik olarak, Rusya’nın Ukrayna’daki nükleer stratejisi bir örnek olay/vaka incelemesi olarak ele alınmıştır. Rusya’nın nükleer risk yoluyla gerilimi tırmandırma hakimiyeti kazanma çabası irdelenmiştir. Bu çaba, nükleer caydırıcılığın belirsizliğine dayanmaktadır. Nükleer saldırı riskine yol açan ve sıklıkla görmezden gelinen bu belirsizliğin nüansları açıklanmıştır. Bu belirsizliğin, nükleer savaş riski oluşturması nedeniyle, hem Ukrayna’daki hem de nükleer silahların gölgesinde oluşacak ilerideki çatışma ve krizlerin mutlak zaferle sonuçlanması mümkün değildir. Hiçbir taraf tüm isteklerini elde edemeyecektir. The aim of this article is to shed light on the US policies towards the Levant, mostly during the last two American administrations, to understand how the vicissitudes of the region and of American politics made Washington’s policy towards the Levant look biased, at times incompetent, and most importantly inconsistent. This article examines the changes in approach to the region as a whole from one administration to the next on issues such as the protection of Israel’s sovereignty, supporting friendly regimes, fighting terrorism, and containing Iran. The hesitations and shifts in policy towards Syria are given a longer treatment as they speak both to the yet not finalized American policy towards the Levant but also to show how the US has shifted track and moved away from unseating President Assad to focus more on containing and if possible rolling over Iran.Note War as the True Adversary and Türkiye’s Pivotal Role in Forging Peace(SETA Foundation, 2024) Çağlar, BarışThe central thesis of this article depends on deterrence theory and posits that nuclear war, rather than any specific nation or faction, constitutes the true adversary in the Russia-Ukraine conflict and that averting nuclear escalation must be prioritized above all else. After establishing the rationale for this position, the commentary offers a critical analysis of both Western and Russian policies, highlighting their role in intensifying the conflict without sufficiently accounting for the risks of nuclear confrontation. As an alternative peaceful path, the article examines the Turkish approach as a concise applied case study, emphasizing its balanced diplomatic and military engagement with both Ukraine and Russia. Through its promotion of dialogue and facilitation of peace negotiations, Türkiye exemplifies a strategic approach to conflict resolution that aims not only to prevent further escalation —especially the threat of nuclear conflict— but also to pave the way toward sustainable peace. © 2024, SETA Foundation.
