Over time, several changes were made in the existing legislation and institutions, which ended up with complex water management system in Turkey. Existing surface and groundwater laws have become insufficient in responding to the increasing water demand and diminishing water supply. On the other hand, neoliberal transformation of Turkish economy in the 1980s and the country’s harmonization process with the European Union since the early 2000s have produced new primary and secondary water legislations in the domestic water, irrigation, hydropower and the environment sectors. In this context, this chapter, firstly, describes the principal water legislation in Turkey. Secondly, main water institutions are depicted with specific attention to the reorganization processes of various key ministries due to domestic and regional political changes. Finally, Turkey’s transboundary water policy is delineated with its basic principles and prevailing practices.Book Part Mixed Marriage Patterns in Istanbul: Gendering Ethno-Religious Boundaries(Palgrave Macmillan, 2023) Kaymak, ÖzgürThis study focuses on the mixed marriages between individuals from Rum Orthodox, Jewish, and Armenian communities with Muslims, who are legally regarded as ethnic-religious minorities and clustered in the urban geography of Istanbul with the ever-decreasing population. Little attention has been paid into the private sphere dynamics and practices of non-Muslims of Turkey. Hence, this research will try to understand the identity construction of Rum, Jewish, and Armenian communities in the private sphere within the context of mixed marriages. Particularly the gendered structure of the ethno-religious boundaries drawn between the minorities and the wider society are problematised. The chapter benefits from 51 in-depth interviews conducted between 2018 and 2019 with the members of Rum Orthodox, Jewish, and Armenian communities from different social class, age, and gender, who are residing in Istanbul. This has revived interest in the EU's role and capacity for promoting liberal democratic governance, as the principal international institution with claims to liberal democratic rule transfer. This chapter investigates how consistently the EU has used its principal policy instrument to tackle illiberalism, namely, membership conditionality. It focuses on EU-Turkey relations within the context of the 2015/2016 Syrian refugee crisis as a test case for the EU's ability and willingness to execute conditionality in times of crisis. Two arguments are made. First, as the EU externalised the crisis to Turkey, consistency of conditionality was compromised by European geostrategic interests that trumped the pursuit of democratic values vis-a-vis Turkey. Second, the strategic EU-Turkey partnership that ensued served to deepen Turkey's move away from the EU's democratic norms that lie at the heart of political conditionality. Consequently, unintended illiberal outcomes were fostered by the EU's transactional policy vis-a-vis Turkey. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2022.Book Part Sustainability of Engineered Rivers in Arid Lands(Cambridge University Press, 2021) Kibaroğlu, AyşegülThe water question emerged on the international agenda in the Euphrates–Tigris (ET) basin when the three riparian nations, namely Iraq, Syria, and Turkey, initiated major water and land resources development projects in the late 1960s. The political linkages established between transboundary water issues and nonriparian security issues also exacerbated the disagreements over water sharing and allocation. In 1987 and 1990, two bilateral Euphrates water sharing protocols were negotiated. They are acknowledged by all riparian states as being interim agreements. However, these bilateral accords failed to include basic components of sustainable water resources management, namely water quality management, environmental protection, and stakeholder engagement. In the early 1980s, the Euphrates–Tigris basin countries created an institutional framework, namely the Joint Technical Committee. However, they did not empower the committee with a clear and jointly agreed mandate. Instead, the riparian countries continued unilateral and uncoordinated water and land development ventures. Impacts of climate change add to the already complex list of management shortcomings. The basin is one of the most affected regions. The findings of science project significant decreases in the Tigris and Euphrates flows. Examining the water–food–energy nexus in the ET basin is important because there are serious pressures on the river system due to population growth, agricultural practices, hydropower development, and ecosystem mismanagement. We recommend that transboundary institutions should apply the nexus approach, which helps to identify key development drivers as well as to unpack and clarify the development challenges and necessary tradeoffs in the basin. Sustainability of water resources requires stability, cooperation, and peace. The sub-state level conflicts and illegal control of water resources and water infrastructure in the basin deprive people of access to sufficient clean water, energy, and food resources in Syria and Iraq. The prerequisites for establishing or restoring sustainability in a river basin include stability as well as establishing participatory, transparent, inclusive, and accountable governance structures.Book Part Tehdit, Sistem ve İttifak: 21. In conflictual situations where military force is used, it is important to create an impact in a short time to promote national interests by informing and influencing the public. This chapter will first introduce the fundamental tenets of public diplomacy to offer a conceptual framework to better understand its use during military conflicts. It will then explore the implementation of public diplomacy instruments by Turkish government during the “Operation Peace Spring”, which was launched in October 2019. It analyzes the expansion of irrigation investment as well as institutional and technological changes in irrigation policy and development in parallel with policies of liberalization and decentralization in the late 1980s. The chapter also discusses institutional changes in the management of the irrigation systems as a result of (partial) transfer of management of large-scale irrigation systems to a variety of water user organizations. Finally, it describes current technological and institutional problems and the further challenges to the irrigation sector, such as infrastructure deterioration, risks of drought, environmental and ecological system degradation, and insufficient investment. Turkey’s state practices include a rich history of treaty practices, as well as political statements and actions which culminated in regional water governance trends displaying consensus, but in most cases disagreements. The chapter will analyze how harmonizationwiththeEuropeanUnion(EU)hashadimpactsonthetransboundary water policy discourses and practices in Turkey, and how these changes have been reflected in the country’s relations with its neighbors in the Middle East. The Orontes River Basin is presented as a case-study with its geographical features and hydro-political history. In this context, transboundary water politics in the Orontes will be examined with its entrenched complexities. The chapter will focus on the divergent views of Syria and Turkey over the Orontes, the cooperation initiatives taken in the last decade, specifically the proposed “Friendship Dam” project which came to a standstill after the civil war in Syria and consequent deterioration of relations between Turkey and Syria. I argue that Turkish Jews’ feelings of insecurity have intensified as consequence of the rising religious conservatism under subsequent AKP governments. This sense of insecurity has become even more acute with the rise of anti-Semitism especially after the 2013 Gezi Park Protests and the July 15 coup attempt in 2016. In this chapter, I discuss the main strategies and performative repertoires that Turkish Jews have adopted in response to this adversarial social and political environment
